Ordering Procedures Document for IDIQ Contract
This document outlines the task order procedures for IDIQ contract 1240LS26Q0055 for Bitterroot National Forest vault toilet pumping services. All contractors awarded under this IDIQ contract will receive fair opportunity consideration for each task order in accordance with FAR 16.505(b), unless an exception applies due to unacceptable delays, logical sole-source follow-on needs for efficiency, or minimum guarantee fulfillment requirements.
For each task order requirement, the Government will issue a Task Order Request for Quote (TO RFQ) to all awarded contractors, which will include site-specific scope, required services, performance timelines, maps, estimated quantities, and technical instructions. Contractors must submit quotes by the specified deadline including pricing and any specifically requested information; failure to meet the deadline may result in exclusion from consideration. The Government will evaluate all quotes using the best value method, defaulting to Lowest-Priced Technically Acceptable (LPTA) methodology unless otherwise stated in the TO RFQ. Task orders will be awarded via email to the contractor offering the best value to the Government, with fair-opportunity consideration documentation retained in the task order file. No minimum guarantee is provided for individual task orders upon issuance of a TO RFQ.

BITTERROOT NF VAULT TOILET PUMPING
ORDERING PROCEDURES
1. Task Order Fair Opportunity Procedures In accordance with FAR 16.505(b), all contractors awarded an IDIQ contract under this solicitation will be provided a fair opportunity to be considered for each Task Order unless an exception applies.
2. Task Order Request for Quote (TO RFQ) For each Task Order requirement, the Government will issue a Task Order Request for Quote (TO RFQ) to all awarded IDIQ contractors. Each TO RFQ will include the site-specific scope, required services, performance timelines, maps, estimated quantities, and any technical instructions necessary for quoting.
The Government will provide each Contractor a fair opportunity for Task Order consideration unless doing so would cause unacceptable delays, the order is a logical sole-source follow-on issued for efficiency, or it is needed to fulfill a minimum guarantee.
3. Submission Requirements Contractors will be provided a response deadline within each TO RFQ. Quotes shall include pricing and any information specifically requested for that order. Failure to submit a quote by the date and time specified may result in exclusion from consideration for that Task Order.
4. Evaluation and Award The Government will evaluate quotes based on the best value method identified in the TO RFQ. Unless otherwise stated, evaluation will follow the Lowest-Priced Technically Acceptable (LPTA) methodology. Each Task Order will be awarded to the contractor whose quote represents the best value to the Government.
5. Issuance of Task Orders Task Orders will be issued via email in accordance with FAR 52.216-18, Ordering. A document showing fair-opportunity consideration will be retained in the Task Order file.
6. No Minimum Guarantee for Individual Orders Issuance of a TO RFQ does not guarantee award of a Task Order.
