This is a Questions and Answers document for solicitation 1240LS26Q0055, Bitterroot National Forest Vault Toilet Pumping, issued July 23, 2026.
The document addresses eleven questions from potential offerors regarding contract requirements and procedures. Key clarifications include: (1) subcontractor permits and disposal facility agreements are acceptable when accompanied by a Team Partner Consent Form; (2) untreated water from local sources (lakes, ponds, streams) may be used for vault charging and pressure-washing if obtained with approved water drafting equipment; (3) historical pumping frequency data is available in Attachment C04b, though estimates may vary annually; (4) no maximum response time is specified for emergency winter call-outs, with timelines to be mutually agreed upon; (5) this is a new consolidated requirement combining two previous contracts valued at $47,498.23 and $59,790.00; (6) no post-award submittals are required; (7) the $2,500 minimum order applies separately to each awarded contract; (8) FAR 52.219-14 does not apply; (9) Service Contract Labor Standards wage determinations cover four counties (Ravalli, Montana, Beaverhead, and Idaho); (10) multiple contractors may receive awards for the same line item with allocation procedures specified in attachment C05f; and (11) inventory pumping counts are planning estimates based on historical data. This is a Total Small Business Set-Aside requirement.

BITTERROOT NF VAULT TOILET PUMPING
QUESTIONS & ANSWERS
JULY 23, 2026
1. Subcontractor Permits & Teaming Agreements: Technical Acceptability criteria require the offeror to submit proof of required state/local waste hauling permits and confirmation of access to an approved disposal facility. Under this Total Small Business Set-Aside, if a prime contractor utilizes a subcontractor to perform on-site work, will the Government accept the valid Montana state/local waste hauling permits and disposal facility agreements of the proposed subcontractor/teaming partner to satisfy this requirement, provided they are accompanied by a completed Team Partner Consent Form (Attachment C04i)?
A. Yes.
2. Water Sourcing for Vault Charging: SOW Section 2.4.c states that water drafting equipment (subject to COR approval) may be used to obtain water from lakes, ponds, or streams. SOW Section 2.4.d.i requires charging empty vaults with a minimum of 100 gallons of "clean water" after pumping. Will the Government clarify if untreated water drafted on-forest is approved for vault charging and pressure-washing, or must all charging water be potable water hauled from off-forest municipal sources?
A. If water is sourced locally (nearby lakes, ponds or streams) with approved water drafting equipment, that water may be used.
3. Historical or Estimated Pumping Frequencies: SOW Sections 2.1 and 2.2 state that the frequency, dates, and exact locations of services cannot be pre-determined and will be issued via Task Orders, although the COR will attempt to group orders to guarantee a minimum of three vaults per trip. To allow offerors to construct accurate, fair, and reasonable pricing that accounts for mobilization, transit, and disposal fees, can the Government provide historical or estimated annual pumping frequencies or total gallons pumped per Ranger District?
A. Please see “Attachment C04b BNF Toilet Inventory Updated_7_6_26” as the estimates listed are based on historical ordering but can vary from year to year.
4. Emergency and Winter Call-Out Timelines: SOW Section 2.1 indicates that emergency services may be required in wintry conditions, and Section 2.4.a states that response times for emergency servicing will be by mutual agreement. Does the Government have a maximum acceptable mobilization or response time limit (e.g., 24 or 48 hours) for emergency winter call-outs?
A. No.
5. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value?
A. These services were previously performed, but under multiple separate contracts covering different portions of the forest. This solicitation combines those areas into a single forest-wide requirement, so this is considered a new consolidated requirement.
i. 1284LM21P0048 – Base plus 4 options. Total of $47,498.23
ii. 1284LM21P0054 – Base plus 4 options. Total of $59,790.00
6. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
A. No.

8. FAR 52.219-14 appears in the solicitation but is not checked. Does the clause apply? If so, will a subcontractor that is small under NAICS 562991 be treated as similarly situated for compliance purposes?

“C05f 1240LS26Q0055 Ordering Procedures”.
11. Are the inventory’s anticipated annual pumping counts planning estimates only? If available, please provide historical ordering quantities by district and vault capacity.
