2.1. Summary

The intent of this contract is to secure the professional services of one or more Contractors to provide Vault Toilet Pumping and Waste Disposal.

The Contractor shall furnish all equipment, supplies, water, chemicals, incidentals, transportation, labor, and supervision necessary to pump, wash down, inspect, clean, and disinfect toilet buildings (interiors and exteriors), and legally haul and dispose of effluents at an approved wastewater treatment facility and debris in accordance with State and Federal regulations and the contract specifications contained herein. Sites are accessible by a variety of road types including paved, chip-sealed, gravel and dirt. The majority of services are expected to be ordered during warm seasoned months. There may be times or locations that require services be provided in wintry conditions. This would be on an emergency basis as outlined in the job specific IDIQ Call.

For these situations, the Contractor will need to have service vehicles that can travel on snow and/or ice-covered roads. Tire chains may also be needed and/or required during these periods.

Operation of toilet pumping equipment shall be in a safe and sanitary manner to ensure the safety of the public in campgrounds, trailheads, staging areas, or while traveling from site to site. Work shall be done in a manner that does not damage roads or entrances to campgrounds, staging areas, portable toilet sites, toilet buildings or residual trees or vegetation adjacent to or near the toilet locations. All applicants must be certified to handle and dispose of wastewater per State regulation. The number of locations, number of days and exact dates on which services will be required is not predetermined. The locations of work sites, specific services required, and information pertinent to each area will be included with each Task Order. At times a Task Order may include service at multiple sites in close proximity to one another. To the extent feasible, the Government will group the ordering of services.

2.2. Frequency and Dates of Work

The frequency and exact dates when services will be required cannot be pre-determined. The work schedules will be outlined in each job specific Task Order that is issued under this IDIQ.

2.3. Definitions

The following definitions are used for each work activity listed below:

• Debris: all other refuse found in vault, to include but not limited to items such as cans, bottles, rocks, sticks and logs, animals or animal parts, clothing, plastic bags and containers, metal products, pinecones, food products, cardboard and paper products, whole rolls of toilet paper, tools, diapers and sanitary napkins, and other miscellaneous trash.

• Waste Material: sewage and debris.

• Hazardous Materials & Potential Hazardous Materials: can include any toxic materials illegally disposed of in the toilet system requiring special handling and disposal.

Including but not limited to used oil, pesticides, batteries, paints, automotive fluids, and containers with unknown materials.

2.4. Vault Toilet Pumping and Waste Disposal

• Assume water or electricity is NOT available for contractor use. Contractor must provide their own potable water and electricity to complete tasks.

• Trucks and /or pumping supplies shall not be rinsed or cleaned on National Forest land.

• Should any release of waste material occur on National Forest land, the contractor is responsible for cleaning up such release and immediately notifying the Contracting Officer Representative (COR). The Contractor is also responsible for making all required spill/release reporting to the appropriate regulatory agencies.

• Payments will be made as appropriate using the Invoice Processing Platform at IPP.gov.

Work involves the removal of sewage and debris from Forest Service owned vault toilet systems and the transport and disposal of such wastes in accordance with applicable federal, state, and local laws and regulations.

a. Scheduling of Work:

The COR shall notify the Contractor of the required servicing. This initial notification shall be by phone. Within twenty-four (24) hours of the initial notification, the Contractor shall confirm by phone the date and time of the scheduled servicing. The Contractor shall complete the pumping services within twelve (12) calendar days after the initial notification. Response time for emergency servicing shall be by mutual agreement between both parties. Where feasible, multiple toilets within a group (as defined in the attached schedule) will be serviced on the same trip and shall guarantee a minimum of three (3) vaults. Pumping of individual toilets outside of the scheduled group may be requested by the COR.

b. Security/Safety:

Cleanouts from which servicing shall be performed are covered with a hatch. The cleanout hatch is locked/bolted in place for visitor safety. The Contractor shall be responsible for unlocking/unbolting the hatch to gain access to the cleanout and replacing the lock/bolts immediately after servicing is complete. At no time, shall the Contractor leave an uncovered cleanout hatch unattended.

c. Equipment:

• Contractor shall provide all equipment necessary to loosen the material and be capable of removing sewage and debris (rocks, bottle cans, or other foreign objects from vaults and portables; and includes hose/tanks to carry water and provide a means of transportation of collected debris. All consumables will be furnished by the contractor.

• A pressure washer system is required to wash the side and end walls of the vault after pumping and may be necessary to dilute solidified waste in the bottom of a flat-bottomed vault and to wash the last portion of waste down a sloped bottomed vault.

• Water drafting equipment (if necessary to get water from a lake, pond, or stream) shall consist of pumps, tanks, hoses, etc. and shall be separate from toilet waste pumping and hauling equipment. Water drafting needs must be identified up front and is subject to COR approval.

• All disinfecting solutions proposed for use shall be approved by the COR.

d. Vault Pumping Procedures:

• Vault toilets with exterior access hatch doors shall be pumped from the exterior cleanout. A Forest Service key may be needed to unlock the hatch door. If so, transfer of the key will be arranged by the COR. Key transfers shall be made in accordance with Forest Service key control procedures. Vault toilets without exterior access shall be pumped from the interior directly through the toilet riser following the procedures listed below.

• Before pumping service begins, the Contractor shall fill the vault with sufficient water to facilitate removal of all waste materials.

• Use the clam rakes or long handled grabber to remove as much of the debris as possible before attempting to pump out the waste.

• All debris removed from the vault shall be placed into a leak proof container so that no contamination to the surrounding ground will occur.

• Pump vaults down to within 2-4 inches of the bottom of the tank. Compacting waste material in the bottom of the vault by tamping or other method is not allowed.

• Using a pressure washer system, wash down the interior walls of the vault before the clinging waste has a chance to dry. Use the pressure washer to break up and dilute solids in the bottom and then pump out the remaining waste again.

• The contractor shall pump out all waste to the extent practicable with the goal that no waste material shall remain in the vault after pumping services are complete. If the Contractor cannot remove all waste, the Contractor shall notify the COR.

• Post pumping and cleaning the Contractor shall charge the empty vault with a minimum of 100 gallons of clean water. Flat bottom vaults need to be charged so that there is a minimum 10 inches of water.

• Thoroughly clean and disinfect all outside potentially contaminated areas resulting from the pumping process. Sweep or wash all waste that is deposited on the concrete surrounding the manhole cover, back into the vault if possible.

Thoroughly clean around the exterior vault access hatchway gasket area and replace and secure the cover. The exterior vault access hatchway MUST fit with an airtight seal so that the venting process of the vault toilet is not interfered with.

If there is not an airtight seal, the Contractor shall notify the COR.

ii. For pumping through the toilet riser when there is no outside access hatch or when the outside hatch is too small to allow for removal of debris, The Contractor shall follow these additional procedures:

• The Contractor shall remove the toilet riser prior to pumping or removing debris. The Contractor shall not remove debris through or pump through the toilet riser without removing the riser.

• Take precautions to prevent damage to the riser and to prevent waste spillage onto the interior floor and wall surfaces.

• Cover toilet paper with waterproof material or remove from bar prior to removal of waste and pumping.

• Extra care shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping.

• Clean up all incidental spillage and disinfect floors and riser including the riser seat and any surface that was or may have been contaminated. Every effort shall be made to sweep or wash the spilled waste back into the vault. The Contractor shall not allow the spilled waste to be washed or swept out through the front door. Following clean up, floors and surrounding areas shall be left free of standing water.

• When any pumping or debris removal services have occurred inside the restroom the entire restroom shall be cleaned and disinfected. Thoroughly wash and disinfect both the inside and outside of the toilet riser and the seat and cover before replacing the riser. The toilet riser and seat shall be dry before the Contractor leaves the work site. Remove the waterproof covering that was protecting the toilet paper and make sure the paper did not get contaminated. If the paper did get contaminated, the Contractor shall notify the COR. The door handles or knobs shall also be disinfected and dry before the Contractor leaves the job site.

iii. While performing the pumping and waste removal tasks, the Contractor shall notify the

COR if hazardous materials and potential hazardous materials are encountered. The Contractor should not attempt to remove these materials unless they are properly trained and equipped to hand them.
