About this file

This is a Schedule of Items (SOI) for a U.S. Forest Service construction project at Lynx Lake in the Prescott National Forest's Southwestern Region 03. The project involves demolishing three existing flush toilet buildings and associated septic systems, then installing three new double vault toilets across two locations: Lynx Lake Campground (2 toilets) and Lynx Lake North Shore (1 toilet). The SOI contains 10 line items totaling base bid costs, with work methods categorized as Lump Sum Quantity (LSQ), Actual Quantity (AQ), or Estimated Quantity (EQ).

Key scope items include mobilization and bonding, removal of two flush toilets at Lynx Lake Campground and one at Lynx Lake North Shore, decommissioning of septic tanks and utilities at both locations, installation of new double vault toilets, sidewalk removal (117 SF estimated) and repair (39 SF estimated) at Lynx Lake North Shore, and relocation of the electrical meter. The contract uses unit pricing with varying quantity measurement methods; estimated quantities allow for equitable price adjustments if actual quantities vary more than 15 percent from estimates, while contract quantities are fixed and lump sum items represent complete payment for all described work and incidentals.

1.2 METHOD OF MEASURE DEFINITIONS

Actual (Contract) Quantity, AQ The quantity to be paid is the quantity listed in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the quantity is in error and request in writing that the quantity be adjusted.

Estimated (Design) Quantity, EQ If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment to extend the completion date as, in the judgement of the Contracting Officer, is justified.

Lump Sum Quantity, LSQ The bid amount is complete payment for all work described in the contract and necessary to complete the work for that pay item. The quantity is designated as "All". Estimated quantities of lump sum work shown in the contract are approximate.
