About this file

This is a Schedule of Items (SOI) for a U.S. Forest Service construction contract to replace toilet facilities at Lynx Lake Recreation Area in the Southwestern Region's Prescott National Forest. The project requires demolition of three existing flush toilet buildings with associated septic systems and installation of three new vault toilets, along with related site work including sidewalk construction, water utility capping, and electrical service relocation.

The SOI contains ten base bid line items valued on various payment methods: Mobilization & Bonding (Lump Sum); removal of two flush toilets at Lynx Lake Campground and one at Lynx Lake North Shore (Actual Quantity); decommissioning septic tanks and capping sewer utilities (Lump Sum); removal of 117 square feet of sidewalk at North Shore (Estimated Quantity); relocation of electric meter (Lump Sum); installation of two double vault toilets at the Campground and one at North Shore (Actual Quantity); and repair of 39 square feet of sidewalk (Estimated Quantity). One optional bid line item addresses rock excavation for boulders and bedrock greater than four feet in diameter (Actual Quantity, as-needed). Contractors must provide proposed pre-cast concrete vault toilet manufacturer and model information with their bids. The contract uses equitable adjustment provisions for estimated quantity items that vary more than 15 percent from estimated amounts, with provisions for time extensions if quantity variations extend the project schedule. This solicitation (127EAX26Q0044) was amended to post revised Statement of Work, revised SOI, RFI responses, and site visit attendance documentation.

1.2 METHOD OF MEASURE DEFINITIONS

Actual (Contract) Quantity, AQ The quantity to be paid is the quantity listed in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the quantity is in error and request in writing that the quantity be adjusted.

Estimated Quantity, EQ If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment to extend the completion date as, in the judgement of the Contracting Officer, is justified.

Lump Sum Quantity, LSQ The bid amount is complete payment for all work described in the contract and necessary to complete the work for that pay item. The quantity is designated as "All". Estimated quantities of lump sum work shown in the contract are approximate.
