About this file
This is a Questions and Answers document providing USFS responses to 20 Requests for Information (RFIs) submitted by potential bidders for Solicitation 127EAX26Q0044, Lynx Lake New Vault Toilets at Prescott National Forest. The project involves demolishing and removing three existing flush toilet buildings with associated septic systems, installing three new vault toilets, and performing site work including new sidewalks, capping water utilities, and relocating electrical service at Lynx Lake Recreation Area.
Key clarifications from the RFIs address technical and administrative requirements: Building #8680233B is located at North Shore while Buildings 8521333G and 8521333H are in Lynx Campground; engineered site drawings are not required as the manufacturer will submit vault toilet drawings and excavation requirements post-award; the contractor must install new vault toilets centered at current flush toilet locations with 2% grade drainage away from buildings; rock excavation for boulders 4 feet in diameter or less is included in the base bid, with an option bid item for larger rock excavation paid per cubic yard; the USFS will handle ADEQ septic closure permitting and inspections while the contractor provides documentation; SWPPP, erosion control, and dust control are not required; the contractor is responsible for Arizona Public Service (APS) electrical meter relocation permitting and coordination; North Shore may be shut down for up to two weeks; no wildlife restrictions apply during the November 1 through March 31 performance period; the contractor must repair any infrastructure damaged during construction; concrete sidewalks must use Davis Omaha Tan integral color; and quotes are due June 15, 2026, at 3:00 PM Mountain Time. The evaluation method is Lowest Price Technically Acceptable, with emphasis on Technical Approach and Past Performance.

Request For Information (RFI) Form
127EAX26Q0044
Lynx Lake New Vault Toilets Prescott National Forest
RFI #1 – Are there any liquidated damages?
USFS Response: No.
RFI #2 – Please confirm the correct building IDs and corresponding locations for all work areas. Section 1.5 references Building #8680233B as being within Lynx Campground, while Section 1.2 identifies this building as North Shore.
USFS Response: Building #8680233B is North Shore. Buildings 8521333G and 8521333H are in Lynx Campground. This is corrected on the revised Statement of Work (SOW).
RFI #3
Please provide engineered site/civil drawings showing final vault toilet placement, grading requirements, utility clearances, ADA sidewalk slopes, and required excavation dimensions for each location.
Please provide engineered site layout drawings showing:
• final toilet locations
• dimensions from existing improvements
• orientation
• finished floor elevations
• drainage flow
• ADA accessible routes
• sidewalk tie-ins
• excavation limits
Please clarify ADA compliance requirements for sidewalks, approaches, vault toilet placement, and accessible routes.
Will the Government provide survey control, benchmarks, and staking for final placement and finished elevations of all vault toilets?
USFS Response: Engineering site drawings are not required for the work. The vault toilet drawings will be submitted by the manufacturer after award. Excavation and grading requirements will be specified on the manufacturer requirements, also to be submitted after award. The new vault toilets will be installed centered where the current flush toilets are located, adjacent to the existing sidewalk. The sidewalk will be sawcut, removed, and poured back (See Section 2.2.3 and 2.2.9 in the SOW). Set the finished floor elevation such that a 2% vertical grade is maintained from the sawcut edge to finished floor, draining away from the building.
RFI #4
Please confirm whether geotechnical information or subsurface investigations are available for the vault toilet installation areas. If unavailable, please clarify how rock excavation or unsuitable soils will be handled.
Has the Government performed subsurface investigations or identified rock conditions at any vault toilet locations?
How should we deal with Hard Rock Excavation, in my experience of working in this location, the rock starts as fractured but after two or three feet becomes solid. For the pits under the new vaults, what type of $ allowance should we figure on for this excavation.
USFS Response: There are no geotechnical or subsurface investigations available. Rock excavation for rock and boulders 4-foot diameter or less shall be included in the vault toilet install base price. For rock excavation for anything greater than 4-foot diameter boulders or shelf rock, there will be an option bid item for rock excavation, per cubic yard, to be reimbursed and measured by actual quantity of rock excavation.
RFI #5 – Please clarify responsibility for ADEQ septic closure permitting, inspections, certifications, and final closure documentation.
USFS Response: USFS will complete and submit ADEQ forms, inspections, certifications, and final closure documentation. The Contractor must be able to provide all required documentation, such as pictures and daily reports for this feature of work, at the request of the Contracting Officer’s Representative.
RFI #6 – Please provide engineered foundation and installation requirements for the approved vault toilet models, including excavation dimensions, structural base requirements, anchorage details, and tolerances.
USFS Response: This is a required submittal by the awarded Contractor and will be provided by the vault toilet Manufacturer.
RFI #7
Please clarify whether SWPPP, erosion control, or dust-control permitting and inspections are required for this project.
Is dust control required during building demo, excavation, and hard rock excavation.
USFS Response: SWPPP, Erosion Control, or dust control requirements are not required.
RFI #8
Please identify all permits anticipated for this project and clarify which permits will be obtained by the Government versus the Contractor.
It’s been my experience that as part of APS permitting for a panel relocation, a certified inspector (City, County or State) will need to inspect the work. Will USDA/FS perform the inspections for this work or should obtain a permit through the county and work with the county inspector.
USFS Response: The relocation of the electric meter requires permitting with Arizona Public Service (APS). As described in Section 2.2.7 Relocate Electric Meter, Lynx Lake North Shore, the Contractor is responsible for this coordination and permitting with APS and following their permitting and inspection requirements.
RFI #9 – Please confirm whether all sidewalk demolition, saw-cutting, and replacement work associated with all three toilet locations is fully included within Bid Items 006 and 010.
USFS Response: Complete sidewalk removal scope is only for North Shore flush toilet as described Section 2.2.6 Remove Concrete Sidewalk, Lynx Lake North Shore and covered with base pay item 006. Saw-cutting and removing sidewalks in front of the existing flush toilet buildings are covered with the removal of the flush toilet buildings per Sections 2.2.2 Remove Flush Toilets, Lynx Lake Campground and 2.2.3 Remove Flush Toilet, Lynx Lake North Shore, and paid under base bid line items 002 and 003, respectively.
RFI #10 – How many days will we be able to shut down the north shore area when we our performing our work?
USFS Response: North Shore may be shut down for up to two (2) weeks. This is added in the revised Statement of Work.
RFI #11 – Will eagles or other birds, need to be accounted for while work is being performed?
USFS Response: There are no wildlife restrictions during the specified performance period of November 1st through March 31st.
RFI #12 – Will existing bathroom be available for use by the contractors on site?
USFS Response: There will be an open vault toilet at South Shore day use site. The flush toilets at Lynx Campground will not be available since water will be turned off to these facilities.
RFI #13 – Will construction water be available on site?
USFS Response: Construction water will not be available at the Lynx Recreation Area.
RFI #14 – What are the expectations for repair of the paved areas. The current pavement looks 2 or 3 inches thick, and we will be bringing in heavy equipment. What is the USDA/FS expectation if the pavement is damaged?
USFS Response: Contractor is responsible for restoring and repairing infrastructure that is damaged because of construction activities, such as asphalt pavement and bollards.
RFI #15 – You mentioned on the walk that the USDA/FS has changed requirements for the write up. How much will this play into the decision process. Will the winning bid be primarily based on cost?
USFS Response: Refer to the RFQ section titled Evaluation and Basis for Award. Ensure Technical Approach and Past Performance are adequately addressed as specified in the RFQ. Evaluation method is Lowest Price Technically Acceptable.
RFI #16 – If trees or other bushes are removed for access to the work site, will they be allowed to be disposed of on site or will they need to be removed from site.
USFS Response: There are no trees marked or designated for removal. Tree limbs and brush can be scattered in the project area.
RFI #17 – Regarding pouring and matching of colored concrete – how will this color be determined/matched.
USFS Response: Use concrete integral color Davis Omaha Tan, as described on Attachment E Drawings, 2005, Loop B & E Toilet Installs on the SOW.
RFI #18 – Is camping permitted in the project area?
USFS Response: Camping is permitted at Lynx Campground free of charge, but there will be no utilities or sanitation facilities available since the site is closed during the winter. Awarded offeror may coordinate with Julie Rowe, Recreation Program Manager, 928-856-2687, julie.rowe@usda.gov. Information added to the Statement of Work, Section 1.8 Use of Premises.
RFI #19 – Please provide existing electrical service information including voltage, amperage, utility provider requirements, conductor sizing, trench routing, and required scope for the meter relocation.
USFS Response: Reference Attachment G Drawings, 2009, North Shore, New Toilet and Utilities on the SOW and screenshot from the drawing below, and Setion 2.2.7 Relocate Electric Meter, Lynx Lake North Shore, for all items required for this scope. Contractor shall coordinate with APS on specific requirements and existing conductor and conduit sizing. All new electrical work shall be conducted per APS specifications.
RFI #20 Can you clarify the time the bid is due? Front of Solicitation says 17:00 & it also says 3:00 PM where the Quote Due Date is in the solicitation information?
USFS Response: Quotes are due on June 15th, 2026, 3:00 PM Mountain Time.
