About this file
This document provides administrative instructions for a federal contract solicitation issued by the Southern Plains Agricultural Research Center (USDA) located in Somerville, Texas.
Site visit attendance is mandatory for all offerors interested in submitting proposals. Individual offerors must schedule their site visits directly with Mark Buxkemper (mark.buxkemper@usda.gov, 979-260-9262, or 979-412-5449) rather than attending a single formal organized visit. The deadline for scheduling site visits is July 29, 2026. Attendees must be employed by the prime contractor submitting an offer, though subcontractor participation is permitted if they clearly identify which prime contractor they represent on the sign-in roster. Prime contractors may send proxy subcontractors to represent them, provided the subcontractor discloses this representation on the sign-in sheet; failure to disclose will result in the prime contractor not receiving credit for mandatory site visit attendance.
Questions regarding the solicitation must be submitted via email to kelly.wright@usda.gov no later than July 29 at 10:00 AM Central Time. Offerors must include the solicitation name and number in the email subject line. The Contracting Officer reserves sole discretion to determine which questions warrant a response. Offerors are explicitly prohibited from submitting Artificial Intelligence-generated questions, including bulk lists of AI-generated inquiries, as such questions will not receive responses.
