The contract timeline is 180 calendar days. All work must comply with applicable federal, state, and local codes and industry standards (IBC, UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA). SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
a. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide and install all material to complete the project as per project requirements.
4.0
PROJECT REQUIREMENTS:
a. The Contractor shall furnish a cost proposal to provide and install a metal awning to be attached to an existing building at the pecan orchard in Somerville, TX,
b. The contractor will provide a turnkey product to include, but not limited to, all materials as specified and the proper installation of all material. The project is located at the Southern Plains Agricultural Research Center, Pecan Station located at 10200 FM 50, Somerville, Texas.
c. The Contractor will coordinate all work with site personnel to ensure the construction has as little impact as possible to the research program.
d. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (ie., IBC, UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.
e. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
f. All work is to be performed during normal business hours.
g. Contractor is required to be registered in the Government’s System Award Management (SAM) for the bid to be accepted.
h. The Contractor will be required to register in Government’s Invoice Payment Platform (IPP) and submit invoice electronically for payment.
4.1
Base bid:
a. The Contractor will provide a turnkey project satisfying all Local and State requirements.
b. The Contractor is responsible for visiting the site to properly assess site area. Attachment 1 provides an aerial view of the site location.
c. Site work
1. Reference zero point for awning base will be 4 inches below the existing concrete slab of the building. (See attachment 4)
2. Remove at least first two inches of topsoil for area where new awning will be set.
3. Grade and compact area as necessary to provide a level surface (no more than 1” fall from existing building to edge of newawning). Set new grade level 6” below reference point to allow the installation of caliche gravel.
4. As necessary add select fill and compact base to appropriate height for the installation of caliche gravel.
5. Install 6” bed of crushed base caliche (sized from dust to 1.5”) the entire length of the existing building (125’) with a width of 6’ longer wider than the new awning.
6. All caliche to be roll and compacted to provide a level surface.
7. Caliche will be no larger than 1” in diameter
d. Provide a 4” thick concrete slab for the first bay section of the new awning (north most section) with a 12” deep and wide grade beam along the perimeter. Concrete to be 3000psi with #4 rebar set on 12” center each way (all lap joints to a minimum of 18”).
e. The Contractor will provide and install an awning along the backside of the building.
1. Awning will be a metal engineered structure. Typical 3D structure attached detailing basics dimensions (See attachment 2- dimensions are only for example reference product—not to be used for dimensions). Typical size is 32’ x 100’ x 10’4 tall with roof on a 0.5’ to 12’ pitch.
2. Structure will be engineered to meet area weather conditions e.g., wind
3. Structure will be bolted together.
4. Portal frames are acceptable for bracing. No bracing is permitted along the back wall against the existing building.
5. Primary and secondary framing will be red primed.
6. Roof panels will be a minimum of 26 gauge.
7. Roof slope to match the existing building. Roof will be a continuation of existing roof.
8. Structures does not require side wall panels.
9. At least one bay will have a free clearance of 10’ (preferrable all). Maximize clearance as possible.
10. Structure to be mounted on concrete footings at varying heights to meet height requirements of leg supports. Concrete footings will ensure that structure supports is above grade to minimize contact with ground. Footing can vary in height above grade to achieve roof slope.
11. Concrete footings will be provided for each column support. See Attachment 3 for details. Concrete minimum of 3000psi.
a. Gutters will be provided along the front of the awning for length of the building with downspouts to redirect the water. As much runoff water as possible will be directed to the south end of the building for collection in future storage tanks.
b. Lighting will be provided inside the existing building, the existing awning and the new awning. (See attachment 5_
1. In each bay section provide and install 2 rows of 2 each, 4’ LED lights (total of 4 lights in each bay-for a total of 56 lighting fixtures.
2. Lights in each of the three areas will be on one circuit (contractor to verify one circuit is acceptable, if not divide as necessary to minimum number of circuit with each circuit on a switch). Switches to be located together at the end of the building at location designated by the Government.
3. Lights to be 4’ 65W vaportight. 5000K-8580 lumens with removable lens cover. Light to meet or exceed specification of light PLT-80066.
4. Lights to be surface mounted with conduit run between each fixture (armorflex not permitted unless no other connection means is possible)
5. In the building, existing lights are to be removed. Existing conduit runs may be reused.
c. Provide new fencing or re-stretch existing fencing.
1. Replace existing double wide swing gates with a single sliding gate.
2. Provide a 4’ wide walk-through gate located near the building.
3. Set new fence post as necessary. Any bent or out of alignment post will be replaced.
4. Fence to be 8’ high with barbed wire across the top. Fence to match existing.
5. Fencing to be 6-gauge commercial grade fencing.
6. New barbed wire will be installed on all fencing.
7. All gates to be lockable.
4.2. Add\Alternate 1: N/A
4.3 Government Furnished Equipment\Services
a. The Government will provide a reasonable amount of water and electricity, but Contractor is responsible for electricity at site of work.
5.0
GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.
5.3 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the LSM\COR for review. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements. Submittals are required for metal building structures and concrete mix signed by the general contractor prior to submission to the Government. Electronic submittal is preferred.
5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the LSM\COR. Quality control is the exclusive responsibility of the Contractor.
5.5 Protection of Work and Property/Safety Requirements:
a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged conditions to the satisfaction of the LSM\COR.
b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
c. The contractor is responsible for verifying the location of any underground utility and is responsible for any damaged caused to such utilities.
d. Contractor shall furnish a Site-Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) 10 days after contract award. SSSP/APP shall be approved by the Government before construction work commences.
5.6 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if requested; however, the utilities are only available at the main site. The Contractor is responsible for routing them to the job site as they may require. The Contractor shall maintain and protect all such utilities during construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.
5.7 Materials and Equipment:
a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.
b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies and Contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/COR.
5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting for the work to the satisfaction of the COR.
5.9 Warranty:
a. Submit data concerning the standard one-year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.
b. Extended Equipment/Product Warranties: None required.
5.10 Final Payment/Contract Closeout: The following submittals are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
a. General contractors one (1) year warranty on work.
b. Release of liens.
c. Employee payroll\time sheets
d. ARS Forms 371 and 372
e. Invoice
6.0 PROJECT SCHEDULE: The Contract time for this project is 180 calendar days.
