About this file

This is a Natural Resources Conservation Service (NRCS) Construction Specification document (SD-10) for salvaging and spreading topsoil. The specification establishes the technical requirements and quality standards for topsoil removal, handling, and placement as part of the USDA-NRCS South Dakota land obstruction removal and disturbed land revegetation IDIQ contract (Solicitation Number 12FPC126Q0009).

The specification requires topsoil to be excavated from designated borrow pits or construction-disturbed areas and stockpiled at NRCS-approved locations before being spread across designated areas to depths of 6 to 18 inches as measured perpendicular to the fill surface. Topsoil must consist of friable soil free of grass, roots, weeds, sticks, stones, and other foreign materials, with objectionable materials removed and disposed of at approved locations. Spreading operations are prohibited when ground or topsoil is frozen, excessively wet, or otherwise unsuitable for the work. Prior to spreading, surfaces must be lightly scarified, and following application, the topsoil surface must be left reasonably smooth without ruts or irregularities that could promote concentrated waterflow, while maintaining conditions suitable for seeding equipment operation without excessive additional smoothing. This specification is one of nine attachments supporting the five-year IDIQ contract with the Department of Agriculture Natural Resources Conservation Service, South Dakota State Office.

Natural Resources Conservation Service

Construction Specification SD-10 Salvaging and Spreading Topsoil

Scope The work shall consist of salvaging topsoil from borrow pits or other excavations and spreading it in the designated areas as shown on the drawings to the specified depths.

Quality of Topsoil Topsoil shall consist of friable soil reasonably free of grass, roots, weeds, sticks, stones, or other foreign materials.

Excavation Topsoil shall be salvaged from designated earth surfaces that will be disturbed by construction activities. After designated sites have been cleared and grubbed, the topsoil shall be removed from the designated areas and stockpiled at locations shown on the drawings or acceptable to the Natural Resources Conservation Service (NRCS) inspector. Objectionable materials shall be removed and buried, or disposed of, at locations approved by the NRCS inspector.

Spreading Spreading shall not be done when the ground or topsoil is frozen, excessively wet, or otherwise in a condition detrimental to the work. Surfaces to be covered shall be lightly scarified just prior to the spreading operation.

All earth fills not to be submerged shall be covered with topsoil to a depth of 6 to 18 inches measured perpendicular to the surface of the fill and placed to the neat lines shown on the drawings.

Following the spreading operation, the topsoil surface shall be left reasonably smooth and without ruts or surface irregularities that could contribute to concentrated waterflow downslope and shall be left in a condition that will permit seeding equipment to be operated without excessive smoothing.
