About this file

This is a Questions and Answers document (Revision 1, dated 5/22/2026) for federal contract 12FPC126Q0009, issued by USDA NRCS for Easement Restoration and Emergency Watershed Protection services focused on obstruction removal and disturbed land revegetation in South Dakota.

The contract covers a service area encompassing the entire eastern part of South Dakota east of the Missouri River, not limited to Beadle County. Historical data indicates 4 to 23 obstruction removal jobs annually with 2 to 127 units per job (averaging 57 units), and 0 to 4 fence removal jobs per year with 2,250 to 5,780 linear feet of fence removal per job. Task orders are issued as jobs arise with a typical 12-month period of performance from award date, and the Government does not intend to overwhelm vendors with multiple jobs in short timeframes. All costs, including mobilization charges, must be included in line item pricing per the bid schedule. No bonds are required, no burning of materials is permitted under the easement program, and no chemical applicators' licenses are required. For Line 643 seeding work, both the seeding labor and seed material will be paid whenever seeding is needed. No target areas or predetermined high-frequency locations have been identified for work.
