About this file

This document is a Quality Assurance Plan for dust abatement work that establishes contractor performance standards and inspection requirements. The plan consists of two sections addressing distribution equipment and application procedures.

The Distribution Equipment section requires that spreading and hauling equipment be capable of applying material uniformly across variable surface widths at rates between 0.1 and 0.5 gallons per square yard with even pressure. Equipment must include an accurate volume measuring device or calibrated tank, a thermometer for measuring tank contents, and hose and nozzle attachments for application to inaccessible areas. The acceptable quality level specifies that variation from the specified application rate shall not exceed 10 percent for individual loads and 2 percent for the entire project. All equipment must comply with State and Federal requirements including Gross Vehicle Weight limits. Inspection is conducted through visual verification, with penalties including required rework at contractor expense, government withholding of compensation, and poor performance ratings for non-compliance, while satisfactory performance results in a satisfactory rating.

The Application section specifies that application rates shall be as directed by the Contracting Officer Representative (COR), with liquid products expressed in gallons per square yard. Liquid products totaling more than 0.35 gallons per square yard must be applied in two applications; dry products may be applied in a single application. The contractor bears the cost of covering accidental spillage or excess material that creates a traffic hazard. Inspection includes visual verification during work progress, field sampling from distributor or hauling vehicles prior to application, and laboratory quality assurance testing by the Forest Service. Non-compliance results in required rework at contractor expense, poor performance ratings, or potential contract termination for repeated deficiencies. Satisfactory performance yields full compensation for applied product.

• Shall be equipped and operated so that material may be applied uniformly on variable widths of surface.

• Shall be able to determine and control rates from 0.1 to 0.5gal/sq.yd with even pressure.

• For liquid products, the spray pattern shall be uniform across the spray bar.

• Shall include an accurate volume measuring device or a calibrated tank.

• A thermometer for measuring temperatures of tank contents.

• Hose and nozzle attachment for application to inaccessible areas.

• Variation from specified application rate shall not exceed 10% of the individual loads, and 2% rate for the entire project.

• All spreading and hauling equipment shall comply with State and Federal requirements including GVW.

• Application rates will be as specified by the

COR.

• For liquid products, the rate is expressed as gal./sq.yd.

• Accidental spillage or area of excess materials that are traffic hazard will be covered with road surface material at the Contractor’s expense.

• Liquid products shall be placed in 2 applications if total application rate is greater than

0.35 gal. / SY.

Dry products may be placed in a single application

• If application rate used by the Contractor is greater than that specified, the additional material needed to complete coverage will be at the Contractor’s expense.

• Will be based on concentration shown on the manufacturer’s certificate and test results.

• Adjacent structures and trees shall be protected from spattering and marring.

• Material shall only be discharged in approved areas and not be allowed to flow into ditches and streams.

• If the Contractor exceeds the specified rate no compensation will be made for the additional quantity.

• If the Contractor’s application is below the specified rate or total quantity per Sub-item, the remaining amount will be applied at locations and rate directed by the COR.

• Visual verification.

• Will inspect completed application as the work progresses.

• Field samples taken from the distributor or hauling vehicles.

• Field sample prior to application to make sure the products meets minimum concentrations specified.

• Laboratory Quality Assurance Test done by the Forest Service.

• Contractor may be required to re-work, at their expense, the unacceptable portions of work.

• Contractor may receive poor performance rating.

• Contract may be terminated with repeated deficiencies.

• Contractor would receive a satisfactory performance rating

• Full Compensation for the applied product.
