Forest Service Supplemental Specifications for 0403 GAOA 4FT Greys River Rd Dust Abatement

This document is Forest Service Supplemental Specifications (FSSS) that modifies the FP-24 standard specifications for construction of National Forest System Roads. The FSSS incorporates specific terms, definitions, and procedures applicable to the Greys River Road dust abatement project. Key modifications include incorporation of Agriculture Acquisition Regulations (AGAR) in place of Transportation Acquisition Regulations (TAR), addition of Forest Service-specific acronyms and definitions (including FSSS, MSHA, NESC, and WCLIB), and clarification of contract terms such as "Bridge," "Culvert," "Contractor," "Right-of-Way," and "Protected Streamcourse." The specifications establish that the Forest Service Supplemental Specifications shall be incorporated into and modify the FP-24, with the FP-24 as modified by the FSSS serving as the applicable specifications for the project.

The document establishes control requirements and measurement standards for contract performance and payment. Section modifications delete or streamline FP-24 provisions regarding bid procedures, scope of work expansion, prosecution and progress tracking, and progress payment schedules. Key operational provisions authorize contractor use of Forest Service roads for contract activities subject to Road Orders and safety requirements, establish procedures for material found in the work with excess materials becoming government property, and define measurement and payment precision for various line items (ranging from 0.01 to 1 depending on item type). Contract quantities are based on the bid schedule with adjustment permitted only for authorized changes or when errors exceed 15 percent, with contractors required to submit written requests with supporting calculations and drawings for quantity adjustments.
