About this file
This is Amendment 0001 to Solicitation 1240LT26Q0073 for Greys River Road Dust Abatement services on the Bridger-Teton National Forest, issued by USDA-FS CSA Intermountain 8 (located in Ogden, UT). The amendment is dated June 9, 2026, with an effective date of June 24, 2026, and establishes a period of performance from July 15, 2026 to July 14, 2027.
The amendment provides clarifications through eight questions and answers addressing contractor responsibilities and application requirements. Key clarifications include: (1) one application per calendar year is required; (2) the Government (Forest Service Road Crew) is responsible for pre-application road preparation including grading, blading, and pre-watering the surface; (3) the magnesium chloride application rate of 0.3 gallons per square yard is acceptable per Federal Highway Project specifications, with rates between 0.25 to 0.5 gallons per square yard allowable; (4) contractors must establish a thorough schedule coordinating with Forest Service for pre-work preparations; (5) the Forest Service applies water for surface adhesion, not the contractor; (6) the contractor is responsible for purchasing and supplying magnesium chloride; and (7) contractors must use a dissolved magnesium chloride solution, not dry flakes. All other terms and conditions of the original solicitation remain unchanged, and offers must acknowledge receipt of this amendment prior to the specified deadline to avoid rejection.

The following questions and answers are being provided for informational or clarification purposes only.
1. I wanted to verify that this solicitation is for just 1 application per year?

magnesium chloride application, or is surface moisture the contractor's responsibility?
A: Yes, preparation includes the Government (in this case, the Forest Service Road Crew) to not only blade/grade the road so there's an even surface for magnesium chloride application but also apply water so the magnesium chloride solution can adhere to the road base more effectively.
3. The provided document stated that there is an application rate of 0.3 gallons per square yard.
This is below the manufactures' recommended rate of 0.5 gallons per square yard. Is there a reason or qualifying data to support this change?
A: 0.5 gallons per square yard is also an acceptable application rate. Per Section 312.04 of the 2024 Standard Specifications for Construction of Roads and Bridges on Federal High Way Projects (FP-24), if the contractor is applying a single application, magnesium chloride shall be applied at an approved rate from 0.25 to
0.5 gallons per square yard. 0.3 gallons falls within that range, which is why it's shown on the table.
4. Also, in the next section it states that we need to schedule the application to the COR so that "preapplication road preparation" can commence. What does the pre-preparation entail, and whom is doing it?
A: Depending on award dates and Notice To Proceed, the Forest Service Road Crew will grade and blade the road, as necessary, so the contractor has an even surface for the magnesium chloride application. As such, when the Notice to Proceed is approved, the Contractor shall have an established and thorough schedule so the Forest Service can properly coordinate with their road crew to make those pre-work preparations.
5. It is in our normal practice to soak the roadway material with water prior to the MAG application for better adhesion to the sub-strait material. We would like to know if we need to include that into our quote.
A: The Forest Service Road Crew will apply water so there is a wet surface for the magnesium chloride to more effectively adhere to the road surface.

6. If it is required for us to provide pre-wetting before application of the MAG, can we draft water out of the Greys River or do we need to haul it in?
A: The Forest Service Road Crew will apply water so there is a wet surface for the magnesium chloride to more effectively adhere to the road surface.
7. Is the government or the contractor responsible for purchase and supply of Magnesium
Chloride?
A: The Contractor is responsible for purchase and supply of Magnesium Chloride.
8. Does the government have a preference on whether dry flakes or a dissolved solution is used?
A: The Contractor shall use a dissolved solution.
All other terms and conditions remain unchanged.
