About this file

This is a specifications document for emergency repairs to three buildings at the Chino site on the Prescott National Forest in Arizona, issued by the U.S. Forest Service in September 2026. The work encompasses roof replacement, structural repairs, interior finishes, and exterior improvements across the Chino Yard Office, Supervisor's Office, and Chino Shop buildings.

The primary scope includes: asbestos abatement and roof tear-off on the Yard Office (measured in square feet); installation of SBS-modified bituminous membrane roofing on the Yard Office (lump sum); replacement of roof sheathing with preservative-treated, fire-retardant-treated plywood complying with DOC PS 1 and AWPA U1 standards; installation of approximately 48 feet of seamless aluminum gutters (minimum 0.032-inch thickness) and 36 feet of downspouts on the Yard Office, plus 96 feet of gutters and 48 feet of downspouts on the Chino Office (linear feet measurement); metal roof maintenance on the Supervisor's Office and Shop (inspection and fastener tightening, lump sum); installation of a Z-bar at the Supervisor's Office roof line (lump sum); replacement of approximately 73 square feet of wood siding with galvanized hardware; interior drywall replacement with skip trowel finish in two north offices and common area; acoustic ceiling tile replacement in the common area (square feet); replacement of an interior office door with Grade A veneer-facing and satin finish; installation of a door sweep on the Chino Shop door (lump sum); and both interior and exterior painting using latex primers and paints in Federal Standard 595B colors. Additional optional items include exterior painting of the Yard Office (lump sum), weather stripping replacement on garage doors, and conditional drywall and insulation replacement in the Supervisor's Office if mold is discovered. Materials must comply with sustainability requirements including 10 percent recycled content by cost, 10 percent regional materials by cost, and certified wood for trim and sheathing per FSC or similar standards. All work requires quality control plans, as-built drawings, certificates of compliance, and manufacturer warranties (15-year for roofing). Mobilization costs are paid progressively as other work items are earned, with 50 percent paid when 5 percent of the contract amount is earned and 100 percent paid when 10 percent is earned.

010003 – MEASUREMENT AND PAYMENT

PART 1 - GENERAL

1.1 – Requirements Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the SCHEDULE OF ITEMS.

1.2 – Method of Measure One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.

A. Actual Quantities (AQ): The quantity to be paid is the quantity listed in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the quantity is in error and request in writing that the quantity be adjusted.

Final payment will be made for the actual quantities at the unit price shown in the SCHEDULE OF ITEMS, subject to the Variation in Quantities Provision.

B. Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

C. Estimated Quantity (EQ): If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment to extend the completion date as, in the judgement of the Contracting Officer, is justified.

1.3 – Pay Units:

One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.

A. Lump Sum (LS): This pay unit denotes complete unit of work as required by or described in the contract, including all necessary materials, equipment, and labor to complete the job. They will not be measured.

B. Linear Feet (LF):Is a standard unit of measurement representing exactly 12 inches in a straight line.

C. Centum Square Feet (CSF): Is a standard unit of measurement equal to 100 square feet.

D. Each (EA): These quantities denote one complete unit of work as required by or described in the contract, including all necessary materials, equipment, and labor to complete the job. They will not be measured.

Payment will be by units defined and determined according to U.S. Standard measure.
