About this file

This document is a set of Forest Service Supplemental Specifications (FSSS) that modifies the FP-24 standard specifications for construction of National Forest System Roads. The FSSS establishes that FP-24 as modified by these supplemental specifications constitutes the applicable specifications for Forest Service road projects.

The modifications address terms, definitions, scope of work, control procedures, and measurement standards. Key changes include: deletion of Transportation Acquisition Regulations (TAR) references and replacement with Agriculture Acquisition Regulations (AGAR); addition of Forest Service-specific acronyms and definitions including Pioneer Road, Purchaser, Protected Streamcourse, Road Order, and Utilization Standards; deletion of bid, award, and execution sections along with prosecution and progress sections; retention of intent of contract language; clarification that contractors may use Forest Service roads subject to Road Order limitations without resource damage; specification that excess materials produced from government lands become government property and must be placed at approved locations at no additional cost; addition of a detailed table establishing decimal accuracy standards for payment quantities across various unit types (acres, cubic yards, linear feet, tons, etc.); clarification that contract quantities adjust only for authorized changes or errors exceeding 15 percent; and addition of cattleguard deck cleaning requirements during roadway reconditioning work. Figure 101-1 provides an illustration of standard road structure terminology including roadbed, shoulders, fill slopes, and drainage components.
