The following questions and answers are provided for informational or clarification purposes only.
Q1: Is there water the contractor can use near the project?
A: Yes. There are a few options that are reasonably close to the project that the contractor can utilize.
Q2: Is there elevation survey data that can be provided by the government and used by the contractor for bidding?
A: No.
Q3: Is there a Road Base Spec the Government wants to use on the Project?
A: Yes. Please use the FP 24 road base spec Gradation D for bidding.
Q4: Is there an Aggregate source pit near by with road base that the government wants to use?
A: No. The Road base and other materials will need to be commercially sourced.
Q5: Is there a Stagging area designated for the project?
A: Yes, the details are being hammered out with the appropriate line officer and we will have a plan before the start date.
Q6: Is there power on site that the contractor may use?
A: No.
Q7: Does the contractor need to provide a trailer for the government COR, Technical Monitor, or Inspectors?
A: No trailer will be needed for government personnel on site during the project.

Q8: Is there camping for the contractor near or within the Project?
A: If requested, the contractor, CO, and COR will work together with the Flaming Gorge District Ranger to locate a spot for the construction crews to camp. Dispersed camping is available nearby and campground spaces are available for a fee.
Q9: With the live stream culvert at approximately station 37+25 does the contractor need to plan on de-watering while the replacement is happening or can the contractor shift the culvert to approximately station 37+30 and then reroute the stream into the new culvert and remove the old culvert?
A: Yes, the contractor will be allowed to shift the culvert approximately +5’ while replacing the live stream culvert at the above-mentioned station.
Q10: Is the government wanting to keep the road height at the same elevation upon completion of the paving?
Asked due to the full depth reclamation + 3” of base added and 6” of base added from station 51+00 - 58+00 + 3” of compacted HMA would raise the elevation of the roadway.
A: The road elevation will be slightly raised and the contractor is able to use the full depth reclamation material for shouldering and road base purposes to help compensate that change.
Q11: Is the Contractor expected to completely clean out the full length of the culverts that are being left in place because the verbiage wasn’t clear.
A: Yes, the Contractor is expected to clean the full length of the culvert including the area directly above and below the entrance and exit of the culvert.
Q12: Is the government willing to move the start date back to just after Labor Day?
A: No. The contractor can start the project after Labor Day at their own discretion, but the contract time will begin at the date given on the notice to proceed.
Q13: Traffic Management During Culvert Installation - During culvert installation, will the Contractor be required to construct temporary bypass roads to maintain traffic, or is another traffic management plan anticipated?
A: A traffic management plan should be submitted to the CO/COR for approval. No bypass roads please.
The contractor will be allowed to shut the road down for up to 3 hours for culvert work or other work that would block the road entirely but due to the private residences and businesses that are within the project area we are not allowed to completely close the road for longer than 3 hours. Also, no full 3-hour road closures should happen on the weekends.
Q14: Road Closure / Lane Access Requirements - Will full road closures be permitted during culvert installation, or will the Contractor be required to maintain one lane of traffic at all times using phased construction or traffic control measures?
A: Answered in Q13.

Q16: What key personnel is the offeror required to include in Subfactor 2 – Project Management and Oversight?
A: See Attachment 1 – Solicitation, Pg 34.
Q17: Is the offeror required to submit anything for Factor 3: Past Performance?
A: See Attachment 1 – Solicitation, Pg 35.
Q18: Can one person triple hat as Superintendent, QC Manager and Safety Manager?
