About this file

This is Amendment 02 to Solicitation 1240LT26Q0082 for the Red Canyon Corridor Paving project on Ashley National Forest, issued by the USDA Forest Service CSA Intermountain Region on July 23, 2026. The amendment establishes a period of performance from August 17, 2026 to December 14, 2026 and contains 22 questions and answers addressing contractor inquiries regarding the project scope and requirements.

Key project details include road paving work on Red Canyon Road requiring compliance with FHWA FP-24 specifications, installation of multiple culverts (including an 8' x 3' x 48' precast concrete box culvert and additional smaller culverts), installation of four water-sleeve crossings (30 feet each), removal and replacement of existing road infrastructure, and permanent pavement markings in parking areas. The contract mandates a 120-calendar-day completion period with no weekend or holiday work restrictions. The Red Canyon Road must remain open to public traffic throughout construction with construction-caused delays limited to 30 minutes per passage. A staging area is available at the Red Canyon Visitor Center gravel parking lot, and crew camping options include dispersed camping (subject to District Ranger approval), open campground camping (negotiable fee), or closed campground camping after Labor Day. All construction debris and materials including asphalt, culverts, and cattleguards must be hauled off National Forest land; on-site burial is prohibited. Blasting is not permitted, and a geotechnical report is not available. Winter weather shutdowns are addressed through Stop Work and Resume Work Orders without calendar day counting during suspension periods.

Amendment 02 Red Canyon Corridor Paving

1240LT26Q0082

July 23, 2026

Solicitation 1240LT26Q0082, Red Canyon Corridor Paving, Ashley National Forest, is amended as follows:

The following questions and answers are being provided for informational or clarification purposes only.

Q1: Is the FHWA lab going to participate in a sample and verification or is the design supposed to just follow FHWA FP-24 specification?

A: The design shall follow the FP-24 specification.

Q2: What is the design binder grade?

A: The design binder is the binder in the local WyDOT or UDOT spec.

Q3: Will a Wyoming Grade W Roadbase be acceptable?

A: Yes

Q4: The estimated Notice to Proceed is August 17, 2026, with a mandatory 120-calendar-day completion. Given peak-season recreational congestion near the visitor center and campground loop, please confirm whether the 120 calendar-day clock is fixed regardless of this access limitation, or whether the schedule accounts for restricted access before Labor Day.

A: Contract time is 120 calendar days from the Notice to proceed.

Q5: If a winter weather shutdown becomes necessary before completion, please confirm in writing whether weather-related delay is treated as an excusable delay eligible for a time extension and/or equitable adjustment, and describe the process and timeline for any resulting contract modification.

A: If a winter shutdown is necessary, the contractor will be issued a Stop Work Order.

Calendar days will no longer be counted. A Resume Work Order will be issued when weather is suitable for work to begin, and the calendar day count will resume where it left off.

Q6: At the site visit, historically hard rock requiring blasting on adjacent work was disclosed, with risk concentrated at the box culvert (STA 14+39) and the water-sleeve crossings. The Schedule of Items contains no rock excavation pay item. Please confirm (a) whether a separate pay item or unit price for rock excavation applies, (b) whether the design anticipated rock at these locations, and (c) how rock excavation will be compensated if encountered.

A: A. There is no separate pay item for rock excavation. B. The design considered rock encountered at these locations can be removed by normal excavation methods. C. If unexcavatable rock is encountered it may be considered a differing site condition and may be paid through a differing site modification.

Q7: CSI Section 312000 contains an apparent internal conflict: Part 3.4 states “Do not use explosives,” while Part 3.7.C permits trenching “by any acceptable method, including the use of explosives” with skilled blasting operators. Please clarify which provision governs and whether blasting is permitted on this contract.

A: Blasting is not part of this contract and is not permitted by the contractor.

Q8: Please provide the anticipated water table depth or seasonal high groundwater elevation at the live-stream culvert crossing (item 0001AO, STA 37+24), which was actively flowing at the time of the site visit.

A: This stream is a diversion from the canal to feed a fishing pond near Red Canyon Lodge.

The anticipated water table depth is well below the bottom of the stream where it passes under the Red Canyon Road.

Q9: If unsuitable subgrade requires undercut beyond the design section, please confirm whether the additional excavation and replacement material is treated as a differing site condition or is to be priced under an existing SOI item.

A: Additional excavation and replacement materials are priced under and existing SOI item.

Q10: Please confirm whether any environmental permit (CWA Section 404, SWPPP, or similar) is required for in water work at the live-stream culvert (item 0001AO), or whether dewatering and diversion are entirely the Contractor’s means-and-methods responsibility.

A: This stream is a diversion from the canal and does not require a 404 permit. Dewatering and diversion are entirely the contractor’s responsibility.

Q11: Please provide the specific FP-24 asphalt mix design requirements and the road base course specification/gradation applicable to this project, so that pricing and commercial source qualification can be finalized.

A: Crushed Aggregate – Gradation D of Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-24 is the road base gradation. The asphalt specification shall be an approved local UDOT or WyDOT specification.

Q12: Please confirm the correct dimensions and stations for bidding where the drawings conflict:

(a) box culvert length — 48 ft on sheet R8 vs. 50 ft in the D5 culvert table (noting SOI 0001AP is paid per each); (b) Culvert 13 length — 20 ft on the plan sheet vs. 30 ft in the D5 table; and (c) Culvert 11 station — STA 124+53 on sheet R6 vs. STA 126+25 in the D5 table.

A: A. SOI 602.01D Precast concrete box culvert is 8’ x 3’ x 48’. B. SOI 602.01B Culvert #13 length is 20’ C. Culvert #11 station is STA 124+53

Q13: The drawings indicate four water-sleeve crossings on the main road plus two in the campground (six total), while three were referenced at the site visit; the SOI provides a single 120-LF item (0001AX). Please confirm the correct number of crossings and that the 120-LF quantity covers all required sleeve locations.

A: There are four total water sleeve locations, two on the Red Canyon Road and two in the Green’s Lake CG. Each sleeve is 30’ long.

Q14: For pricing the Temporary Traffic Control item (0001AW), please confirm the required plan components (flaggers, signage, pilot car, automated controls), whether one lane of traffic must be maintained during culvert work or full 3-hour closures are permitted, and confirm the no-weekend/holiday work restriction.

A: See Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-24 Section 156 – Public Traffic (pages 84 - 86). 156.06 Limitations on Construction Operations. When the roadway is open to public traffic, perform the following:

(a) Limit construction-caused delays to the public traffic to no more than 30 minutes per passage through the project. The Red Canyon Road is planned to remain open to the public for the duration of the project. 3-hour closures for culvert work are not permitted.

There are no weekend/holiday work restrictions in this contract.

Q15: Please confirm the designated staging/laydown area location or confirm the Contractor must self-arrange staging subject to CO approval, and whether on-site crew trailers or lodging require separate district authorization.

A: The gravel parking area near the Red Canyon Visitor Center can be used as a staging area for the project. Both entrances to this parking area shall remain open for the duration of the contract. Crew trailer camping is available with the following options:

• Dispersed camping near the project area is free and will need to be approved by the District Ranger.

• Camping in an open campground is allowed, and the daily fee may be negotiable with AL&L (American Land and Leisure). The fee will not be higher than the public camping fee for each location.

• Camping in a closed campground is free and will be allowed in Red Canyon and Greens Lake Campgrounds after Labor Day when these campgrounds are closed to the public.

Q16: Please confirm the requirements for disposal of removed asphalt, culverts, and cattleguards

— whether on-site burial is permitted or materials must be hauled off National Forest land.

A: Disposal of asphalt, culverts, cattleguards, and any other construction debris is off forest.

On-site burial is not permitted.

Q17: The mandatory 120-calendar-day period presents significant schedule risk given no weekend or holiday work, the practical post-Labor Day start near the visitor center, the 3-hour culvert closure cap, long-lead box culvert procurement, and early-season winter shutdown potential (acknowledged verbally at the site visit). We respectfully requests the Government extend the period of performance to a minimum of 180 calendar days. We believe a realistic schedule lowers offerors’ weather and acceleration contingencies, reducing bid prices and the risk of rushed, lower-quality work, work left incomplete at winter, and future modifications.

A: The 120-calendar-day construction period shall remain in force.

Q18: The August 17, 2026 estimated Notice to Proceed places most paving and culvert work in the late fall/winter window, when weather may force a shutdown outside the Contractor’s control. We request the Government either: (a) set an NTP and completion schedule allowing weather-sensitive work to be completed in spring/summer 2027, consistent with the solicitation’s spring re-mobilization language (p.4 (c)) and the absence of campground restrictions in summer 2027 (p.6 (c)); or (b) confirm in writing a winter suspension by contract modification with a time extension and equitable adjustment. We believe aligning work with the viable construction season protects pavement quality and durability, avoids cold-weather placement premiums, and prevents weather-delay disputes and claim.

A: If a winter shutdown is necessary, the contractor will be issued a Stop Work Order.

Calendar days will no longer be counted. A Resume Work Order will be issued when weather is suitable for work to begin, and the calendar day count will resume where it left off.

Q19: Traffic Management During Culvert Installation: During culvert installation, will the Contractor be required to construct temporary bypass roads to maintain traffic, or is another traffic management plan anticipated?

A: It is not anticipated that the contractor install temporary bypass roads for each culvert installation. The contractor shall submit a traffic control plan which will be approved by the Forest Service detailing the method of traffic control.

Q20: Road Closure / Lane Access Requirements: Will full road closures be permitted during culvert installation, or will the Contractor be required to maintain one lane of traffic at all times using phased construction or traffic control measures?

A: See Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-24 Section 156 – Public Traffic (pages 84 - 86). 156.06 Limitations on Construction Operations. When the roadway is open to public traffic, perform the following:

(a) Limit construction-caused delays to the public traffic to no more than 30 minutes per passage through the project. The Red Canyon Road is planned to remain open to the public for the duration of the project.

Q21: Geotechnical / Soils Investigation Report: Is a geotechnical or soils investigation report available for this project? If so, can it be provided for estimating and construction planning purposes?

A: No geotechnical report is available.

Q22: The Schedule of Items includes Permanent Pavement Markings – Type C however, I was unable to locate a specification defining Type C pavement markings. Additionally, the drawings appear to show pavement markings primarily for the visitor center and campground parking areas, and I did not see roadway striping identified. Could you please confirm whether the pavement markings are limited to the parking areas shown in the plans, and if so, provide clarification on what is intended by Type C?

A: Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-24 Section 634 – Permanent Pavement Markings (page 759) Type C – High-build waterborne pavement markings. The Red Canyon Road is currently not striped, and the roadway will not be striped by this project. Pavement markings are limited to the areas shown on the plans.
