The contractor must clear fallen trees and debris from approximately 30.2 miles of recreational canoe/kayak trail between Fish Lake Canoe/Boat launch and 8 Mile Bridge at FR2218. Work shall achieve a management level suitable for novice to intermediate paddlers, with clearing specifications of approximately 40 inches width and 40 inches height, using flush cuts for safety. Large woody material entirely submerged more than 12 inches below low water level shall not be removed. Live trees require Forest Service approval prior to cutting. Clearing operations are limited to the designated canoe trail only. When cutting is unsafe, contractors should attempt to create a portage by pulling canoes around obstructions rather than cutting them out, and must document such instances with photographs and GPS coordinates provided to the Contract Officer Representative (COR). Chainsaws must be refueled at least 100 feet from the water's edge using bio-based bar oil to prevent fuel or oil spills into the water. All spills or leaks must be reported immediately to the COR and work must cease. Explosive devices are prohibited for debris removal. The USFS will obtain the required Environment Great Lakes and Energy (EGLE) permit, which the contractor must carry and have available during all operations.

Statement of Objectives (SOO)
• Contractor is required to clear trees that have fallen into or across the Indian River between Fish Lake Canoe/Boat launch and 8 Mile Bridge at FR2218 at the 8-mile canoe landing. This recreational segment of the Indian River accounts for approximately 30.2 miles (see map below).
• Clearing and cutting of channel obstructions for canoe/kayak passage along the designated water trail should be managed to achieve a management level consistent with novice to intermediate paddling skills.
• The contractor should clear to a width of approximately 40 inches (roughly the width of a canoe) and to a height of approximately 40 inches, each cut should be flush cut for safety concerns.
• Large woody material of which its entirety is more than 12” below low water level shall not be removed or disturbed.
• No live trees are to be cut without FS approval.
• Large woody material should not be cleared or cut in areas outside the designated canoe trail.
• In instances where it is not possible to cut out the tree/trees due to safety hazards, do not cut out a portage. During these instances, attempt to pull the canoe/gear around the obstructions.
• The contractor is required, in these circumstances, to take photos and obtain a GPS coordinate of the location that should be shared with the designated Contract Officer Representative (COR).
• All chainsaws refueling operations must occur at least 100 feet from the water’s edge to reduce the risk of fuel or bar oil spilling into the water. The contractor should use bio-based bar oil for the duration of this contract performance period.
• Work should stop immediately if fuels leak, or spills occur in the water. Report any spills or leaks to the COR
• The use of explosive devices (i.e., dynamite) are not permitted to be utilized during the duration of the contract performance period to clear out debris.
• The USFS will obtain the appropriate Environment Great Lakes and Energy (EGLE) permit.
The contractor shall carry a copy on them at all times during operations.
