1 INTRODUCTION

The USDA Farm Production and Conservation (FPAC) – Farm Service Agency (FSA), Mississippi requires contractor support to relocate government-owned office furniture from two USDA facilities to the Mississippi e-Center.

1.1 Mission

The mission of FPAC/FSA is to deliver responsive, efficient, and effective agricultural programs and services to Mississippi producers, partners, and stakeholders.

1.2 Background

FPAC/FSA Mississippi is transitioning certain administrative and operational functions to the Mississippi e-Center at Jackson State University. As part of this move, office furniture from the Hinds County Service Center and the FSA State Office must be transported to the new location. This relocation supports improved office consolidation, program coordination, and operational efficiency.

1.3 Scope

The contractor shall furnish all personnel, labor, supervision, equipment, tools, and transportation necessary to relocate office furniture from two government facilities to the new Mississippi e-Center.

Work includes disassembly, protective handling, transport, reassembly, and placement of furniture. Scope includes contractor responsibility for debris removal and reporting any property damage or missing items.

2 GENERAL REQUIREMENTS

Please reference Requirements/Tasks as noted in Section 3.0.

2.1 Non-Personal Services

The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees, except for the site lead. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor’s responsibility to notify the Contracting Officer, in writing, immediately.

2.2 Contractor Personnel Qualifications

No specialized formal qualifications are required; however, contractor personnel must demonstrate skills necessary for safe furniture disassembly, moving, and reassembly. Personnel must be capable of handling heavy items, using moving tools and equipment appropriately, and protecting government property.

2.3 Key Personnel

All personnel employed by the contractor in the performance of this contract shall be under the direct supervision of the contractor. An FPAC/FSA point of contact will communicate with the contractor’s Site/Project Manager if any issues arise that must be resolved.

Hours of Operation: Business hours are 8:00 am - 4:30 pm CDT, Monday through Friday (except federal holidays).

FPAC/FSA will have its personnel available during the move. The primary and backup contact are listed below:

2.4 Location and Hours of Work

Work will be performed at the following government facilities:

• Hinds County Service Center 322 New Market Dr., Jackson, MS 39209

• Mississippi State Office 6311 Ridgewood Rd., Ridgeland, MS 39157

• Mississippi e-Center at Jackson State University

1230 Raymond Rd., Jackson, MS 39204

Work under this contract is performed at Government facilities. Normal agency workdays are Monday through Friday, except U.S. Federal Holidays. Agency employees typically work eight hours per day, 40 hours per week. Federal employee core hours of work are from 9:00 AM to 3:00 PM daily.

The Contractor shall be responsible for establishing their work hours under this contract, except when access to a Federal facility is required, in which case the Government may limit the Contractors access-based availability of agency employees.

Weather and security closures by their nature usually arise without advance notice. As such, the Government will notify the Contractor as soon as possible once any closures have been announced.

2.5 Travel

Local travel between facilities is required and shall be included in the contractor’s price. No reimbursable travel is authorized.

2.6 Invoicing

Invoices must be submitted electronically through the Invoice Processing Platform (IPP) system and in accordance with the payment clause(s) in the contract.

Invoices must include:

• Contract number

• Description of services performed

• Dates of performance

• Any required supporting documentation (e.g., photos of completed relocation)

2.7 Identification of Contractor Personnel

USDA staff.

3 REQUIREMENTS/TASKS

The Contractor shall perform all necessary tasks to fully vacate the Hinds County Service Center and the FSA Mississippi State Office and relocate to the Mississippi e-Center at Jackson State University.

3.1 Task 1 - Disassembly and Preparation

• Disassemble office furniture as needed for safe transport.

• Protect all furniture using appropriate padding, wrapping, and handling techniques.

• Transport all packed and disassembled items from two locations identified to the new location at the e-Center at Jackson State University

• Ensure all items are accounted for and documented per the two Physical Inventory Lists

• Clean the vacated areas post-removal to leave them in clean-swept condition

• Ensure no damage to USDA property during preparation, transport and delivery/setup

3.2 Task 2 – Transport and Relocation

Transport all designated furniture from the following locations:

1. Hinds County Service Center – 322 New Market Dr. Jackson, MS 39209

2. Mississippi State Office (MS STO) – 6311 Ridgewood Rd. Suite W100, Ridgeland, MS 39211

Deliver all items to:

• Mississippi e-Center at Jackson State University – 1230 Raymond Rd, Jackson, MS 39204

Furniture shall be handled carefully, loaded securely, and transported using contractor-provided vehicles and equipment.

3.3 Task 3 – Reassembly and Placement

• Reassemble furniture at the destination.

• Place furniture in exact locations as directed by designated USDA staff.

• Remove and properly dispose of contractor-generated packing materials.

• Immediately report missing or damaged items to the local Point of Contact(s) Ms. Zanteria Wells, and/or Mr. Aaron Robinson.

4 DELIVERABLES/SCHEDULE

The contractor shall begin performance within 3 business days after contract award. Once performance begins, all disassembly, transportation, reassembly, and placement are to be completed within the establish performance period of 10 business days.

Timely completion of deliverables is essential to a successful outcome. Below are the required due dates for each requirement/task.

5 SPECIAL REQUIREMENTS

This section describes the special requirements that apply to this contract. The following sub-sections provide additional detail for each requirement.

5.1 Security

Contractor personnel must comply with building access instructions at all USDA facilities. No access to government IT systems is required.

The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each workday, all Government facilities, equipment and materials shall be secured.

The Contractor shall maintain a current listing of all employees, including subcontractor employees that have access to Government facilities and information technology systems. The list shall be made available to the Government upon request.

5.2 Government Furnished Property (GFP), Equipment (GFE), Information (GFI), and/or Services

FSA will provide:

• FSA MS State Office Floor Plan

• Hinds County Service Center Floor Plan

• FSA personnel to provide direction on placement of items

5.4 Restrictions Against Disclosure

The Contractor agrees, in the performance of this contract, to keep all information contained in source documents or other media furnished by the Government in the strictest confidence. The Contractor also agrees not to publish or otherwise divulge such information in whole or in part, in any manner or form, nor to authorize or permit others to do so, taking such reasonable measures as are necessary to restrict access to such information while in the Contractor’s possession, to those employees needing such information to perform the work provided herein (e.g., on a "need to know" basis). The Contractor shall to immediately notify the Contracting Officer, in writing, in the event that the Contractor determines or has reason to suspect a breach of this requirement.

The Contractor agrees not to disclose any information concerning work under this contract to any persons or individual unless prior written approval is obtained from the Contracting Officer. The Contractor agrees to include the same requirement in any consultant agreement or subcontract hereunder.

5.5 Organizational Conflicts of Interest

The Contractor agrees to avoid, neutralize or mitigate such conflicts of interest. If the performance would require the Contractor, including subcontractors, to provide services related to systems or projects with which the Contractor is already directly concerned, either by prime or subcontract, that would cause an organizational conflict of interest, the Contractor shall immediately notify the Contracting Officer, in writing, and not perform the work until direction is provided by the Contacting Officer.
