About this file

This is a Questions and Answers document for Solicitation #12FPC426Q0073, a USDA Farm Service Agency (FSA) office relocation project with no incumbent contractor.

The project involves relocating office contents from two origin locations—Hinds County Service Center (4,785 rentable square feet at 322 New Market Dr., Jackson, MS 39209) and Mississippi State Office (12,495 rentable square feet at 6311 Ridgewood Rd Suite W100, Jackson, MS 39211)—to the Mississippi e-Center destination at 1230 Raymond Road, Jackson, MS 39204. The performance period is 10 business days after award, with intended performance dates of September 28 through October 9, 2026. The contractor must complete all packing, transportation, unpacking, and setup of furniture, files, supplies, and equipment. Government personnel will disconnect IT equipment and pack small personal items before the move begins. All filing cabinets, including fireproof units, must be moved with contents intact by the contractor. The contractor may use a qualified Mississippi subcontractor for onsite labor while remaining fully responsible for all contract requirements, quality control, inventory management, and government communication. Work hours are limited to standard business hours (8:00 AM to 4:30 PM), with no weekend or extended-hour work permitted. The three facilities feature loading docks and freight elevators (except Hinds County, which is single-level), 26-foot box truck access, and approximately 5-6 minute walking distances from parking to building entrances. Final furniture placement directions will be provided only to the awarded contractor. Photos of furniture requiring disassembly will be provided as appendices to an amendment.
