The contractor is responsible for obtaining all necessary permits and providing portable restroom facilities for employees, as government water is not available and no new roads or turnarounds may be created for the project. Work specifications incorporate the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) 2014 by reference, along with Forest Service Supplemental Specifications regarding aggregate gradations, dust palliatives, traffic control, weed and disease prevention, and contractor quality control. SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 – GENERAL DESCRIPTION OF WORK

The USDA Forest Service, Apache-Sitgreaves National Forests, Springerville, Arizona, has a requirement for NFSR 249E Road Reconditioning, Aggregate Surfacing, and Road Stabilization on the Springerville Ranger District, Apache County, Arizona. Work includes reestablishing the road template on NFSR 249E, furnishing and placing a 4-inch lift of aggregate base material (total of 12,617 tons of 1- inch minus aggregate), and stabilizing 4-inch aggregate lift with 80/20 Ligninsulphonate/Mag Chloride Blend product (total of 68,276 gallons) and compacting the final lift. Placement shall include the turnouts and parking area between South Cove (NFSR 249F) and Railroad Cove (NFSR 249G). Placement shall begin at the pavement at AZ-273 and continue west for approximately 5.29 miles to the intersection with NFSR 116.

In order to remain in the competitive range, Offerors (Contractors) shall submit the Return Package with the requirements in Section M, Evaluation Factors.

C.2 – LOCATION OF PROJECT

From Springerville, travel west from the intersection of AZ-260 and N. Main St on AZ-260 for approximately 3.1 miles. Turn left (south) onto AZ-261 and continue for approximately 18 miles to the intersection of AZ-261 and AZ-273. Turn left (east) onto AZ-273 and continue for approximately 3.2 miles to the intersection with NFSR 249E. Project starts at this intersection of AZ-273 and NFSR 116 and continues for approximately 5.29 miles.

C.3 – SPECIFIC SCOPE OF WORK

1. Road Reconditioning shall include blading, ripping and/ or scarifying as required to reestablish a roadbed crown of 3-5%, prior to placement of aggregate. Most of the route will require reshaping. The current road width, including shoulders, varies from 16’ to 26’ +.

2. All aggregate furnished shall meet the requirements under Exhibit 1 – 31 05 16 Aggregates for Earthwork, Table 31-2 Grading G.

3. Contractor shall pull existing shoulders and ditch line to create new shoulder and ditch line for new aggregate surface. Maximum total roadway, including shoulders shall not exceed 24’.

4. Aggregate Surfacing shall be placed to a full depth of 4”, compacted, to a width of 22’, and maintain the 3-5% crown established during reconditioning. Centerline of new aggregate shall follow existing road centerline. Road Stabilization will be applied and mixed to provide uniform distribution throughout the 4” of aggregate. Surface course fill slopes shall be 2:1 minimum.

5. The contractor is responsible for obtaining all necessary permits for this type of construction, including any associated fees.

6. The contractor may be allowed to camp at the site during the construction period. This will require a district issued camping permit at no cost to the contractor. There are no restroom facilities in the immediate vicinity. Contractor shall provide portable facilities for their employees.

7. Government water is NOT available. Water may be available in Springerville or Alpine.

8. Creation of turnarounds or new roads for the project is NOT ALLOWED. Contractor must use existing roads for their haul trucks and equipment.

9. The standard specifications for construction of roads and bridges on Federal Highway projects (FP-14) are included in the specification per section C.4 of the bid package.

10. Contractor shall install and maintain all temporary traffic control for the length of the project. Temporary traffic control devices, signs, barricades, etc., shall be installed and maintained according to Section 635 of the FP-14 and the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD). All traffic control shall be incidental to mobilization.
