Statement of Work Summary: Skidmore Day Use Improvements

This is a Statement of Work (SOW) for construction improvements at the Skidmore Day Use Area located in the Prescott National Forest, Southwest Region 03, managed by the U.S. Forest Service. The project is scheduled for a 180-calendar-day performance period, with work restricted to October 1st through April 14th annually. The work encompasses construction of new parking areas, entrances, barriers, and amenities, with optional items including additional steel barriers, new ramadas, and a double-vault toilet facility. The contractor must provide all supervision, materials, equipment, vehicles, tools, parts, labor, transportation, and lodging necessary to complete the work in accordance with the referenced drawings (34 sheets), specification package (61 pages), and the Prescott National Forest Fire Plan (4 pages).

The project site is located approximately 15 miles west of Camp Verde, Arizona, at coordinates 34.694306° N, -111.961262° W. Specific points of contact—including the Contracting Officer, Contracting Officer's Representative, and Forest Contact—are to be determined. The SOW establishes pricing methodologies including Actual Quantity (unit-priced items), Estimated Quantity (with allowances for 15-percent variances), and Lump Sum pricing, with contractors able to request equitable adjustments and time extensions if actual quantities exceed estimated quantities by more than 15 percent. No modifications to specifications, terms, or conditions may be made without prior written approval from the Contracting Officer.

3.2. DEFINITIONS

Actual (Contract) Quantity The quantity to be paid is the quantity listed in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the

6 | P a g e quantity is in error and request in writing that the quantity be adjusted.

Estimated (Design) Quantity If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price will be decided by the Contracting Officer. The equitable adjustment shall be based upon any increase or decrease in costs due to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment to extend the completion date as, in the judgment of the Contracting Officer, is justified.

Lump Sum Quantity The bid amount is complete payment for all the work described in the contract and necessary to complete the work for that pay item. The quantity is designated as "All".

Estimated quantities of lump sum work shown in the contract are approximate.
