About this file
This is an RFI Log documenting questions and Forest Service responses for Solicitation No. 127EAX26Q0050, Skidmore Day Use Improvement project on the Prescott National Forest. The RFI close date was September 7, 2026.
The log addresses four substantive clarifications: (1) material specifications for the 4-inch crushed aggregate base layer, which may consist of asphalt millings, recycled concrete, or asphalt blend based on local availability but must be specified before implementation; (2) ramada vendor options, with the Forest Service providing reference vendors while clarifying this is not a name-brand requirement and contractors should refer to the Statement of Work for guidance; (3) pipe specifications for fence railings, confirming that Schedule 10 pipe must be used for rails and Schedule 40 pipe for posts per the plans and specifications; and (4) bid guarantee and bond requirements, specifying that a standard bid bond is acceptable with a 20% bid guarantee requirement, along with 100% Payment Bond and 100% Performance Bond requirements. The RFQ is a Total Small Business Set-Aside under NAICS code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $16.50M, soliciting quotations for construction of parking areas, entrances, barriers, and amenities, with option items including additional steel barriers, ramadas, and a double-vault toilet.

Please clarify the crushed aggregate asphalt blend mentioned here in (referenced Attachment 3 Drawings pg C-04). Are you wanting two inches of millings and two inches of aggregate or recycled concrete? I didn't see anything in the specs that calls out the mixture.
Forest Service Response: The note mentioned in Attachment 3, 4” of crushed aggregate, recycled concrete or an asphalt blend, is to give options to the Contractor. The material can be chosen based on local material availability but must be specified prior to implementation.

Question about ramadas.
Forest Service (FS) response: Potential options/vendors in the area that have supported other sites of a similar development scale are listed below.
Please note: FS is not suggesting, directing, or endorsing the referenced company. This is not a name‑brand requirement. The ramada shown is provided only as a reference or acceptable equivalent. Refer to the Statement of Work for additional guidance.
