The contract requires submission of a work schedule within 10 days of award, with contractor survey and staking to mark and measure patching limits approved by the Contracting Officer within 15 days. Key personnel requirements include a Field Superintendent, Safety Manager, and Quality Control Manager with substantial comparable experience. The contractor is responsible for all mobilization, materials, equipment, permits, licenses, tool and equipment security, sediment control installation, waste disposal off National Forest land, and travel. No government-furnished materials or housing are provided. Project Stanislaus National Forest Pavement Patching

General Information

1.0 Scope of Work

This project will repair paved roads on the Stanislaus National Forest. The following work will be performed at the identified sites – marking of pavement for repair, pavement patching, including saw cutting, repair, and filling of potholes. The contractor will be required to perform traffic control; the maximum permitted delay is 30 minutes.

2.0 Background

During the Winter and Spring of 2023, the Stanislaus National Forest sustained damage across forest roads.

Many roads saw damage through storm driven erosive forces, as well as freeze-thaw cycles. Road damage was identified as being eligible for funding through the American Relief Act (ARA) of 2025, which provides financial support for disaster recovery. Work to repair these roads supports access and connectivity across the Forest.

Additional funding sources are also used, such as Haul funds to support road repairs on identified haul routes.

3.0 Location

This project is located on the Stanislaus National Forest, within Alpine County, Calaveras County, and Tuolumne County, California. See route list below. Other seasonal use restrictions may be in place, refer to STF Forest Orders for the most up-to-date information.

Contractor is only responsible for pavement patching where pavement currently is present.

*** Includes two paved parking lots at the intersection of 4N20 and 4N21, as well as roadside parking along 4N21. The permeable paver lot at Pinecrest is not included in this project.

4.0 Estimated Start Date/Period of Performance

The Contractor shall be required to commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed and the entire work ready for use not later than 180 calendar days after Notice to Proceed. The time stated for completion shall include final cleanup of the premises. Estimated start in September 2026.

The construction project's Period of Performance is one hundred eighty (180) calendar days. This duration includes all calendar days, encompassing weekends, holidays, and potential weather-related delays.

Limited Operating Periods

Several routes have a seasonal closure order from November 15th-April 15th. Information on this is available in the Motor Vehicle Use Map (MVUM) which is available online at https://www.fs.usda.gov/r05/data-tools/interactive-maps/mvum-finder. Work may not be performed on closed roads without prior written approval from the Contracting Officer.

6.0 Restrictions on Work

- Contractor is responsible for the security of their tools and equipment at all times.

- All trash and loose materials shall be secured by the contractor daily.

- The Contractor is responsible for installing sediment control devices in accordance with the Best

Management Practices and erosion control plan. Excavation work shall not commence until sediment control devices have been installed and approved by the COR.

- The Contractor shall not use Government trash facilities without the COR’S approval.

- All construction debris remains the property of the Contractor and shall be properly disposed of off

National Forest Land.

- The contractor will be able to utilize the Forest Service Roads; however, the Contractor will be responsible for any damage to the roads due to construction activities. The contractor shall be responsible for obtaining permission to use all other roads and staging areas.

7.0 Camping and Housing

Camping and/or housing are not provided.

8.0 Required Submittals

Refer to Specifications for required submittals. Contractor to develop a submittal register within 10 days of contract award. Submittals to be submitted electronically to the Contracting Officer and COR. All submittals requiring government approval shall have a 14-day review period. Submittals must include cover sheet listing date, specification and plan references, and if applicable, product data. Submittals include, but are not limited to, list of key personnel and qualifications, schedules, materials, staking, weigh tickets, product data, and testing results.

Contractor Requirements

9.0 Technical Requirements / Tasks

The following work shall be performed as mandatory work items under this contract. All work shall be completed in accordance with attached project specifications, drawings, and best management practices. The work includes all labor, material, and equipment necessary to perform all the operations required to complete the work specified.

Project roads will be open to public motorized vehicle traffic during construction. Refer to project specifications for traffic control requirements.

Mobilization:

Mobilization as necessary shall include preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site. Staging areas can be evaluated by the Forest Service upon request by the contractor. All staging and storage areas will be completely removed, and the areas restored to pre-construction conditions upon completion of use. Disposal of waste materials will be off National Forest land and in compliance with local, state, and federal laws regarding disposal of construction waste.

Contractor Marking & Staking:

The contractor shall mark and measure limits of asphalt concrete patching for a given pay item prior to beginning work on that item. Marking and measuring shall be done in accordance with the plans and specifications. The total square yardage for each route will be provided by the contractor to the COR. Once completed, the COR will approve routes for asphalt concrete patching within 15 days.

Asphalt Concrete Patching:

All work included in the plans, specifications, and schedule of items shall be performed to provide a well-functioning road. The work shall meet the requirements of the specifications incorporated by reference and supplied as well as the specifications established in the drawings.

The contractor is responsible for safeguarding employees, public, existing facilities, and forest resources from project operations. Signs and barricades as necessary shall be erected to make unguarded operations safe.

Permits:

The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract

Optional Work Items:

Work on routes identified as HH or CUFFA are considered optional work items. The scope of work is the same as that of the mandatory work items.

10.0 Government Furnished

No materials, data, or property will be furnished by the government.

11.0 Deliverables / Schedule

Within 10 days of contract award, the contractor shall submit a proposed work schedule for the project to the Contracting Officer. This schedule shall show a start date and duration for contractor survey and staking, in which the patching limits shall be marked and measured. Additionally, it shall include a start date, production rate, and duration to complete all asphalt concrete patching.

The contractor shall provide a total quantity of patching in square yards for each route following the completion of their survey. Once completed, the COR will approve routes for asphalt concrete patching within 15 days. The Contractor shall update the schedule to reflect the duration of work on each approved route.

The Contracting Officer shall be notified at least 48 hours in advance of any activity which requires inspection, acceptance, or approval. The contract shall update the approved schedule as necessary when significant changes occur during the progress of work, or when requested by the Contracting Officer.

All project work and restoration/cleanup of the project area shall be completed prior to the end of the project period of performance.

12.0 Travel

The Contractor is responsible for all travel necessary to accomplish the project.

13.0 Contractor’s Key Personnel

The Contractor shall establish the following key personnel:

Field Superintendent Safety Manager Quality Control Manager

All personnel identified above shall have substantial experience in these roles comparable to that identified in the Response to Evaluation Factors for the overall Contractor.

During the first 90 days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events. After the initial 90-day period, the Contractor shall submit changes in personnel to the Contracting Officer at least 15 days prior to making any permanent substitutions.
