About this file

This is a Statement of Work (SOW) for road and drainage maintenance services on the San Bernardino National Forest.

The project, titled Road Maintenance Annual FY26 OHV San Bernardino NF, requires the contractor to perform road and drainage maintenance across fifteen roads on three Ranger Districts of the San Bernardino National Forest. The scope includes approximately 60.94 miles of road blading, restoring existing drainage features, installing seven overside drains, and constructing new rolling dips on unsurfaced roads. The work sites are located in the Front Country and Mountaintop areas of the forest, with multiple work locations shown on attached georeferenced maps. The terrain varies from relatively flat to moderately hilly and steep, with soil conditions ranging from soft and sandy to compact and extremely rocky. All roads are native surfaced and in poor condition with rutting and rocky surfaces; a bulldozer is specified as the required equipment rather than a motor grader due to extremely rocky areas. The period of performance is 90 days with an estimated start date of October 1, 2026.

Work is restricted to non-holiday weekdays, Monday through Friday, from dawn to dusk, in accordance with fire plans and at the Contracting Officer's discretion based on weather and road conditions. The contractor is responsible for obtaining all required professional licenses and permits at no additional cost to the Government, securing tools and equipment daily, installing and maintaining sediment control devices before excavation commences, and properly disposing of construction debris off National Forest land. Camping is prohibited on US Forest Service land. Required submittals include a project schedule and Section 840 specifications for spillway assemblies. Government-furnished headwalls for overside drains can be fabricated at sheet metal shops, and existing flumes are cached at Del Rosa Fire Station. The contractor must designate a foreman or superintendent in writing to the Contracting Officer and maintain on-site personnel fluent in English. A pre-bid site meeting will not be provided; bidders are encouraged to inspect the roads independently. Contact Chris SooHoo at (909) 893-0648 for additional information.

Project Road Maintenance Annual FY26 OHV San Bernardino NF

General Information

1.0 Scope of Work

The purpose and intent of this project is to provide road and drainage maintenance for fifteen roads on three Ranger Districts of the San Bernardino National Forest. Fron60.94 miles of road blading and restoring existing drainage features along with installing seven overside drains and new rolling dips on an unsurfaced road. The final product will provide needed road maintenance and drainage maintenance to roads shown on the project maps.

This contract provides for the equipment, labor, material, and services necessary to perform work ordered by the Government for the installation of drop inlets, in compliance with the terms, specifications, drawings and provisions of this contract.

2.0 Background

The terrain can be relatively flat in a few areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compact and extremely rocky. All roads are native surfaced.

Existing drainage features are in poor condition (rolling dips, lead off ditches) and will need to be re-established or re-shaped to get the road to drain in the best possible way. The existing road is in poor condition and is rutted and rocky. A typical motor grader will not be acceptable due to the extremely rocky areas. Proposed work must be estimated using a bulldozer.

3.0 Location

The project is located on several different locations in the Front Country and Mountaintop of the San Bernardino National Forest. A general Vicinity Map is included with this solicitation. San Bernardino National Forest maps are also available to assist in locating the individual roads and can be purchased at the Supervisors Office. The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The office is located at 602 S. Tippecanoe Ave. San Bernardino, CA. 92879

Work site locations can be viewed on the attached Georeferenced Maps 1-4 (Attachment 4).
