About this file
This is Amendment A00001 to Solicitation 127EAW26Q0056, a Request for Quotation (RFQ) issued by the USDA Forest Service for road maintenance services on the San Bernardino National Forest in California. The amendment provides responses to 26 Request for Information (RFI) submissions from potential bidders. The solicitation is a Total Small Business Set-Aside with a performance period of 75 calendar days from the Notice to Proceed, with work completion required no later than December 31, 2026. All quotations are due by August 24, 2026, at 3:00 PM PST, submitted via email to the Contracting Officer Jeremy Bedner (Jeremy.Bedner@usda.gov).
The project scope encompasses approximately 60.94 miles of road blading using dozers and 1.38 miles of drainage restoration across fifteen roads on three Ranger Districts, including installation of seven overside drains and new rolling dips on unsurfaced roads. Key clarifications from the RFI responses include: all work is limited to Schedule of Items line items with dust abatement considered incidental; no water is required; additional rolling dips and leadoffs must be installed when necessary for erosion control; dozer equipment is mandatory for road blading work; no rock breaker or fire patrolperson is required; road maintenance can occur all day on PALS Level E days, though installation of corrugated metal spillways and rolling dips are prohibited on Level E days and limited to 1:00 PM on Level Ev days. Flumes will be provided free by the government without onsite forklifts available; no mulching, hydroseeding, log relocation, soil borrow sites, or import/export is required. Construction Wage (Davis-Bacon) rates apply, and contractors with Class A licensure are eligible to bid. The road must remain open during work, with staging permitted on the roadway.

CONTINUATION PAGE
1. Attachment 3 Specifications includes numerous items for road maintenance. Will all of these items be required? Or is work limited to the pay items as listed in the Schedule of Items? For example, will Dust Abatement be considered incidental to the work?
RESPONSE: Work is limited to the work items listed in the schedule of items.
2. Will water be required for any of the work?
RESPONSE: No
3. Will additional rolling dips/ leadoffs be required to address rill and gully erosion on the road surfaces?
RESPONSE: Yes, install additional rolling dips/leadoffs when necessary.
4. In Attachment 2, Attachment 3 Schedule of Items, will all blading work need to be completed with a dozer? Or can a motor grader also be used?
RESPONSE: A dozer must be used for road blading.
5. What is the expectation for the roads that are excessively rocky where there is no material available for a dozer or grader. An example is the southeast end of 3N34 which is now predominantly bedrock since most fines have eroded. Should we factor in cost for bringing in a breaker for that level of effort?
RESPONSE: A rock breaker will not be required.
6. According to the PALS, road maintenance can occur all day, even in E. Is this correct for this RFP?
Or will work need to stop at 1PM during certain Levels?
RESPONSE: Yes road maintenance can happen all day even on an PALS level E day.
Install 24” Corrugated Metal Spillway (Overside Drain) W/ 10’ Flume (Ohv) And Rolling Dip is consider construction, so it is prohibited on PALS level E days and on PALS level Ev days work allowed until 1PM.
7. The PALS requires a Fire Patrolperson unless it’s “Specified Road construction jobs”. Should a Fire Patrolperson be included for this bid?
RESPONSE: A patrolperson will not be required.
8. Statement of Work references “Headwalls for Overside Drains can be fabricated at most sheet metal shops. The locations for the existing cache of flumes are as follows: Del Rosa Fire Station back boneyard. 4121 Quail Canyon Rd, San Bernardino, CA 92404”
Are Contractors to assume flumes will be provided free of charge from the government? And will Contractors be required to bring their own fork lift to pull flumes from the stacks? Or is equipment available on site for this? Can a drawing for the modified sheet metal headwall and starter design be provided? Or will Big Mac inlets and starters need to be purchased? Please provide specification drawings for all elements of the drains to be installed. Will rock energy dissipaters be required at discharge points?
RESPONSE: Flumes will be provided free of charge. There are no forklifts onsite. Rock dissipater will not be required.
The drawing details for 24" Headwall OSD is now included. Added as Attachment 10A.
9. In the Statement of Work, 2.0 Background it states “Proposed work must be estimated using bulldozer.” In the Schedule of Items 811, should all grading be estimated using a bulldozer, even if sections can be effectively graded with a motor grader?
RESPONSE: Work shall be estimated using a bulldozer.
10. Specification 839 Restore Drainage states, “Existing drainage dips shall be cleaned and the out-slope gradient sufficiently restored to remove surface water from roadbed, conducting the water through drainage facilities.” Is the intent of the Restore Drainage Function line item to just “provide out-slopes to drainage features” or to actually reconstruct rolling dip features?
RESPONSE: The intent of Specification 839 Restore Drainage is to rebuild the rolling dip.
11. Should roadside brushing be considered incidental to the work and included in the estimate when necessary? Or will that be completed by others?
RESPONSE: Roadside brushing is not required.
12. Please confirm which Wage Determination (WD) applies to this project. The bid documents include a Davis-Bacon Wage Determination; however, since this appears to be a maintenance project, please clarify whether the applicable WD is the Davis-Bacon WD included in the bid package or whether a Service Contract Act (SCA)/Service Contract Wage Determination should be used instead.
Response: Construction Wage (Davis-Bacon) Rates apply to this project and associated contract. Work Item Install 24” Corrugated Metal Spillway (Overside Drain) W/ 10’ Flume (Ohv) And Rolling Dip is classified as construction.

RESPONSE: No, the road shall remain open.
16. Can we Stage on the road?
RESPONSE: Yes
17. Does this project require import? Export?
18. Can you please confirm the number of working days? 60 days? 90 days?
RESPONSE: Period of performance is 75 days from the Notice of Proceed. Additionally, work must be completed NLT December 31, 2026. Solicitation pages 1, 4, 5 are revised and attached.
The Statement of Work Attachment 2 is revised and attached.
