About this file
This is a Statement of Work (SOW) for a road maintenance project issued by the US Department of Agriculture (USDA) for the San Bernardino National Forest.
The project involves performing road and drainage maintenance on fifteen roads across multiple Ranger Districts, totaling 60.94 miles of work. Specific deliverables include road blading, restoring existing drainage features, installing seven overside drains, and installing new rolling dips on unsurfaced roads. The work requires a bulldozer rather than standard motor grader equipment due to extremely rocky terrain conditions. Contractor responsibilities include obtaining and maintaining all required professional licenses and permits at no additional cost to the Government. Key submittals required are a project schedule and Section 840 specifications for the 24-inch Spillway Assembly/Overside Drain with 10-foot flume. The period of performance is 75 days, with work required to commence on or about October 1, 2026, and be completed no later than December 31, 2026. Work hours are restricted to non-holiday weekdays, Monday through Friday, from dawn to dusk, and must comply with the fire plan. The contractor must install sediment control devices before excavation commences and is responsible for all construction debris disposal off National Forest land. Government-furnished items include a cache of flumes located at the Del Rosa Fire Station. Camping is prohibited on US Forest Service land. No pre-bid site meeting will be provided, but all roads are open for contractor review. Contact for additional information is Chris SooHoo at (909) 893-0648.

Project Road Maintenance Annual FY26 OHV San Bernardino NF
General Information
1.0 Scope of Work
The purpose and intent of this project is to provide road and drainage maintenance for fifteen roads on multiple Ranger Districts of the San Bernardino National Forest. 60.94 miles of road blading and restoring existing drainage features along with installing seven overside drains and new rolling dips on an unsurfaced road. The final product will provide needed road maintenance and drainage maintenance to roads shown on the project maps.
This contract provides for the equipment, labor, material, and services necessary to perform work ordered by the Government for the installation of drop inlets, in compliance with the terms, specifications, drawings and provisions of this contract.
2.0 Background
The terrain can be relatively flat in a few areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compact and extremely rocky. All roads are native surfaced.
Existing drainage features are in poor condition (rolling dips, lead off ditches) and will need to be re-established or re-shaped to get the road to drain in the best possible way. The existing road is in poor condition and is rutted and rocky. A typical motor grader will not be acceptable due to the extremely rocky areas. Proposed work must be estimated using a bulldozer.
3.0 Location
The project is located on several different locations in the Front Country and Mountaintop of the San Bernardino National Forest. A general Vicinity Map is included with this solicitation. San Bernardino National Forest maps are also available to assist in locating the individual roads and can be purchased at the Supervisors Office. The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The office is located at 602 S. Tippecanoe Ave. San Bernardino, CA. 92879
