Survey data must be provided in AutoCAD Civil 3D format with supporting files, conventional mapping standards, Adobe PDFs stamped by a Professional Land Surveyor licensed in Oregon, and comma-delimited text files with GPS coordinates tied to State-Plane or UTM coordinates using NAD83 datum.

The period of performance extends from date of award through November 30, 2026, with all services coordinated with the Contracting Officer's Representative (COR) at least 72 hours in advance. Key deliverables include a work schedule due within 14 business days of award, a Quality Control Plan due within 14 business days of award, and completed site and topographic surveys due prior to contract end. The contractor must furnish all labor, equipment, permits, and supplies; establish and document control points and benchmarks; collect survey-grade GPS data; and meet specified horizontal and vertical tolerances (0.03 feet for control points and existing ground points). Invoices must be submitted via the Invoice Processing Platform using Contract Line-Item Numbers. The procurement is restricted to the 209 approved contractors eligible under the LMIR BPA, with the point of contact listed as sm.fs.lmirbpa@usda.gov.

Project Title Zigzag Recreation Residence Road and Culvert Survey

General Information

1.0 Background and Purpose

This is a non-personal services contract to provide topographic and site surveying services to the Mount Hood National Forest. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

The Contractor is responsible for providing all equipment, supplies, labor and incidentals to perform the work as described herein. The Contractor shall be responsible for obtaining all permits as required by Oregon Department of Environmental Quality for the Contractor’s operation methods.

2.0 Purpose

The purpose of this contract is to deliver topographic and site survey data and files to the Mount Hood National Forest for National Forest Service Roads (NFSR) 2620000, 2629905 and 2629909, as well as three (3) culvert locations on 2612000, and one (1) culvert on 2629905. The Mount Hood National Forest will use the information provided from this service contract to perform future design for road improvements (grading, surface improvements, drainage improvements, etc.) for the roads described in 4.0 Place of Performance.

3.0 Description of Services

The scope of this project includes performing record search, locating utilities and performing a topographic and site plan survey for the project roads and culvert sites listed under 2.0 Purpose and 4.0 Place of Performance. Site survey work shall capture contextual information that is relevant to planning and design such as traveled way boundaries, overhead and underground utilities, adjacent trees and vegetation, adjacent man-made structures or improvements (driveways, culverts, bridges, signs, etc.), adjacent topographic features, upstream and downstream bank widths, existing inverts of culverts, centerline of stream flow and depth of streambed relative to the surrounding grade.

Electronic copies of the base mapping shall be provided to the Government in the current Forest Service version of AutoCAD Civil 3D format with supporting base files. The Contractor shall perform their due diligence in reviewing existing record drawings and other sources in determining locations of existing features, as well as underground utilities. The Contractor shall investigate the information shown on any Government furnished drawings, record drawings and other planning documents which are part of this contract.

Surveys as outlined in the following sections will be completed by the Contractor. The Contractor shall utilize a Professional Land Surveyor, licensed in the State of Oregon, to develop and provide topographical and site plan data. The Professional Land Surveyor is responsible for developing/establishing survey control (horizontal basis of bearing and vertical datum), completing the design survey, developing topographic base maps, and providing survey control drawings meeting Government requirements as part of the construction documents plan set, among other deliverables outlined in the following sections of this document.

The Contractor shall complete a site plan and topographical survey that identifies physical site features and existing site conditions for the National Forest Services Roads and culvert sites listed in 2.0 Purpose and 4.0 Place of Performance.

The Contractor shall provide services in accordance with (IAW) this Performance Work Statement (PWS), and all applicable federal, state and local laws and regulations.
