About this file

This document is an addendum to an Invitation to Negotiate (ITN) issued by the Central Florida Tourism Oversight District (CFTOD) for an Advanced Metering Infrastructure (AMI) program. The CFTOD is comprised of six utilities including natural gas, potable water, reclaimed water, electric, hot water, and chilled water that provide services to area customers. The first stage of this multi-year project will implement AMI infrastructure for the natural gas utility. This addendum provides responses to various questions from proposers regarding the gas meter installations, including information on meter locations, work hour restrictions, flow rates, and inlet pressures. It also addresses the option to use refurbished gas meters and the flexibility to install meters as they become available to address extended lead times.

The state and local contract opportunity involves the CFTOD's request for qualified AMI vendors to deliver a comprehensive solution including meters, endpoints, network, and headend system to the District's six utilities. The project will be implemented in stages, with the first stage focused on the natural gas utility. Proposers should be able to provide AMI services inclusive of all the District utilities and include infrastructure and implementation for all utilities in their proposals and pricing.

TITLE: Advanced Metering Infrastructure Program

TO: All Proposers

ISSUED BY: Central Florida Tourism Oversight District

NOTICE TO ALL PROPOSERS

This addendum shall be made part of the ITN and shall be binding as if part of the original documents.

PART A. QUESTIONS/RESPONSES

Question 1: Is a survey and pictures of current gas installations available? Without those, it is impossible to know if trenching, for example, is needed.

Response 1: All sets are aboveground and above grade requiring no trenching. Accurate survey information is available via the one-miles, but this information is controlled and would be available to the successful Proposer for review and identification of points of delivery.

Question 2: Are there restrictions on work hours for Contractors? For example, is any work required overnight?

Response 2: When a contractor is not able to interface with existing systems, as well as for the replacement of the meters, could require an outage with some required to take place at night. It will depend on the contractor’s equipment, as well as which meters would be effected.

Question 3: What are the total number of gas meters in a vault, aboveground, or indoors?

Response 3: No meters are in vaults or indoors.

ITN# C006485, ADDENDUM NO. 5, page 3

Question 4: Can we require our installers/contractors to hold qualifications from the Operator

Qualification Covered Task List of the Pipeline and Hazardous Materials Safety

Administration (“PHMSA”)?

Response 4: All installers/contractors will need to have the appropriate and applicable operational qualifications (OQs) for this work. The successful Proposer would need to work with

RCES Engineering and RCES Gas Operations to identify covered tasks and verify installer/contractors OQs in those tasks.

Question 5: For the following gas turbine meters can we receive the following information?

o The flow rate in cubic feet per hour (cfh) o The inlet pressure in order to size those new meters

Response 5: ECEP Boiler 1: Flow Rate - 33,476 cfh; Outlet Pressure - 8#

ECEP Boiler 2: Flow Rate - 33,476 cfh; Outlet Pressure - 8#

ECEP Boiler 3: Flow Rate - 33,476 cfh; Outlet Pressure - 8#

Shades of Green, Meter S/N 9110008: Not in use and hasn’t been utilized for 15+ years

LBV Gate Station, Meter S/N 6780471: Flow Rate - 400.1139 kscfh; Outlet Pressure -

125#

Question 6: For the potable/reclaimed water meters in the attached spreadsheet, can a column be provided to list ‘Meter Retrofit or Replace?’ for the specific meters like what has been provided for the natural gas meters?

Response 6: See added column in the attached file titled “C006485 Additional Gas & Water Meter

Information (REVISED 01.24.24).”

Question 7: Lead times for some of the replacement gas meter types are extended (between 30-

80 weeks). Would CFTOD allow refurbished gas meters as an option?

Response 7: Yes; refurbished gas meters could be an option.

ITN# C006485, ADDENDUM NO. 5, page 4

Question 8: Please provide CFTOD’s desired start date for gas meter deployment. Considering the long lead times for some gas meters, can those meters be installed as they become available?

Response 8: Yes; they can be installed as they become available as negotiated in the contract.
