About this file
This document is an Addendum to an Invitation to Negotiate (ITN) for an Advanced Metering Infrastructure (AMI) Program issued by the Central Florida Tourism Oversight District (the District). The District is seeking qualified vendors to submit proposals and qualifications for an AMI solution, including meters, endpoints, network, and headend system, to serve its six utility systems: natural gas, potable water, reclaimed water, electric, hot water, and chilled water.
The project will be implemented in multi-year stages, with the first stage focused on the natural gas utility. This stage requires the replacement of approximately 150 natural gas meters, the retrofitting of 80 meters, and the installation of 230 new endpoints. The District also requires AMI solutions for its water, electric, hot water, and chilled water utilities, with quantities ranging from 40 to 1,525 meters/endpoints. Proposals are due by January 25, 2024, and the District will enter into negotiations to award the contract to the vendor with the most beneficial terms.

PART B. QUESTIONS/RESPONSES
Question 1: Can the Excel file of the spreadsheets included in Addendum No. 1 be shared?
Response 1: Yes; see the attached file titled “C006485 Meter Information.”
Question 2: Would it be possible to send a separate Service Connection layer for each commodity
(water/gas/electric/hot water/chilled water) as a Shapefile format? If possible, please use a GCS or local state plane coordinate system. We are having trouble converting the files as provided.
Response 2: Updated GIS files are available at the following link: C006485 Updated GIS
Question 3: Full addresses are needed in order for the GIS information to be useful. Please provide.
Response 3: Updated GIS files are available at the following link: C006485 Updated GIS https://reedycreek.box.com/s/doklx68x77eo5w89qc5bns4illb7tj0t https://reedycreek.box.com/s/7lriymvg94epc5hl0ext6lmhibaibdjo https://reedycreek.box.com/s/7lriymvg94epc5hl0ext6lmhibaibdjo
ITN# C006485, ADDENDUM NO. 2, page 3
Question 4: A limit of 15 pages for the proposal is called for in the ITN, excluding the cover page. Does this include any specification sheets as well or can they be additional?
Response 4: Specification sheets can be additional.
Question 5: It is unclear if you want a complete overhaul of all endpoint and meters at least for electric and if a meter exchange install is required. Please clarify.
Response 5: If Contractor can utilize existing meters with upgraded endpoints to enable advanced metering that would be acceptable; otherwise a full overhaul of all meters is requested.
Question 6: Does Owner have any special requirements for Contractor-hosted data solutions, managed solution services, or managed hardware services?
Response 6: No; just industry standards.
Question 7: For gas meters, please identify which meters are the 150 that are to be replaced, which
80 are to be retrofitted, and which 230 require endpoints only.
Response 7: See the “Natural Gas” tab in the attached file titled “C006485 Additional Gas & Water
Meter Information.” The retrofit versus replace is categorized in Column U. The meters where AMI was previously installed are in Column N. A total of 221 meters are included.
In the ITN, summarized numbers were provided. (~150+~80=~230, not 80+150+230).
They all need endpoints. The numbers in the ITN are approximate to allow for some growth in the meter numbers depending on when the project completes to make sure all meters will be AMI integrated.
Question 8: In the ITN it was stated there were 655 water endpoints to be replaced, but the addendum you sent shows a total of 602 endpoints including the chiller count. Can you verify which count is correct?
Response 8: See the “Water End Point” tab in the attached file titled “C006485 Additional Gas &
Water Meter Information.” The water endpoints do not include the hot/chilled water meters, only potable/reclaimed water meters. Currently 638 meters for potable/reclaimed water are shown. The numbers in the ITN are approximate to allow for some growth in the meter numbers depending on when the project completes to make sure all meters will be AMI integrated.
Question 9: One major item missing on the electric meters is the form factor (i.e., 2S, 12S, 9S, etc.).
Without this information it is impossible to accurately price the meters for this opportunity. Please provide.
ITN# C006485, ADDENDUM NO. 2, page 4
Response 9: See the attached file titled “C006485 Additional Electrical Meter Information.” Individual tabs breaking out each type of meter are provided.
Question 10: Can print outs available at the site visit be provided?
Response 10: See attached files for the water meters covering everything in the system that is radio compatible. Everything else in the system are old manual reads and would require full change out to become radio compatible.

14. EXHIBITS
Exhibit A – Background Information
The Central Florida Tourism Oversight District (the CFTOD or, the District) is a unique entity comprised of six (6) utilities including natural gas, potable water, reclaimed water, electric, hot water and chilled water that provide utility services to area customers.
The District is requesting submittals from qualified advanced metering infrastructure (AMI) vendors able to deliver a comprehensive solution including meters, endpoints, network and
ITN# C006485, V.3 (December 15, 2023) page 8 headend system to the District’s six (6) utilities. The proposer should be able to fulfill the requirements listed in Exhibit B – Scope of Services as part of their AMI solution. For the purposes of this invitation to negotiate (ITN), proposer refers to those responding to this ITN.
This project will be implemented in multi-year stages, with each stage providing metering and infrastructure to a different District utility or utilities. The first stage of this project will provide metering and infrastructure for the natural gas utility. The following Scope of Services outlines the natural gas utility needs. It also outlines the needs and requirements for the other utilities.
All proposers should be able to provide AMI services that are inclusive of all the District utilities noted above. The proposer should include infrastructure and implementation for all the utilities in their proposal and pricing.
Metering Systems Information
The proposer is required to provide an AMI system that will be compatible with all the District’s utilities (natural gas, potable and reclaimed water, electric and hot and chilled water). This system can include multiple manufacturers of meters and AMI systems. They must all be integrated to a single Customer Information System (CIS).
The following details describing the current infrastructure of District utilities are for information and are to be used to construct and price this proposal. All meter and endpoint totals are approximate and should be verified upon award by the proposer for any “Best and Final” offer as part of the negotiation process. A nominal number of meter and endpoints may be added to the scope if the system expands to meet the growing needs of the system.
The natural gas utility will be the first to fully implement this AMI program. Currently, the majority of the utility’s existing meters are manually read. For natural gas, the District is looking to replace all meters that are aging out of service and retrofit those meters that still have serviceable life remaining. Initial evaluation suggests that approximately 150 meters will need to be replaced. A total of 230 endpoints will need to be installed on replaced meters, or retrofitted to existing meters. All meters will require a new endpoint regardless of the meter being replaced or retrofitted.

Meters to be Replaced 150
Meters to be Retrofitted 80
New Endpoints to be Supplied 230
ITN# C006485, V.3 (December 15, 2023) page 9
The water utility (including both potable and reclaimed systems) currently utilizes Sensus endpoints to read the majority of meters (approximately 475) with a handheld receiver while driving the property. Those meters outfitted with a Sensus endpoint are AMI compatible.
Depending on the AMI solution chosen, it is possible the 475 existing meters currently utilizing
Sensus endpoints may need to be retrofitted with a different endpoint, or meter interface unit.
The remaining water meters (approximately 180) are read manually and will need to be replaced with a new meter and fitted with an endpoint.
Water Utility Infrastructure Count
Meters to be Replaced* 180
Meters to be Retrofitted* 0 - 475
New Endpoints to be Supplied 180 - 655
The electric utility has an Itron AMI system currently in place with 1,100 existing meters utilizing this network. Of these AMI units, it is anticipated that 20% are reaching end of life and will need to be replaced in this program (220 AMI units). Approximately 400 meters are currently read via Itron AMR while around 25 meters are read manually. All of these 425 meters will need to be replaced and fitted with an endpoint. Depending on the AMI solution chosen, it is possible that the 1,100 existing meters fitted with Itron endpoints may need to be retrofitted with a different endpoint, or meter interface unit. *Note that only infrastructure is necessary in the proposal for the Electric Utility with all installation to be self-performed.
Electric Utility Infrastructure Count
Meters to be Replaced 425
Meters to be Retrofitted 220 – 1,100
New Endpoints to be Supplied 645 – 1,525
The hot and chilled water utility has a combination of Aquisuite AMI and manual reading of its existing meters (approximately 40). Each of these meters will need to be replaced with a new meter and fitted with an endpoint as part of this program.

Hot and Chilled Water Utility Infrastructure Count
Meters to be Replaced 40
Meters to be Retrofitted 0
New Endpoints to be Supplied 40
The graphic below summarizes the number of meters by utility that are read manually and semi-automatically with AMR technology, or are fully automatic utilizing AMI technology.
Network Information
The District currently utilizes an Itron fixed network for its electric meters. These include seven
(7) collectors and ten (10) repeaters which cover the whole service area. Additionally, the District utilizes fiber backhaul at all collector sites. It should be noted that the District diligently undertakes measures to mitigate visual disruption. Consequently, the placement, height and configuration of collectors will be subject to restrictions.
Customer Information System
The District currently utilizes CIS Infinity from Advanced Utility Systems. The District expects to continue to utilize this system (with relevant upgrades) through the life of the AMI system.
ITN# C006485, V.3 (December 15, 2023) page 11
Exhibit B – Scope of Services
In the first phase of work, the vendor will be required to implement and install an AMI system
(including endpoints, network, and data systems) for the natural gas utility. Once this phase is underway, the other utilities will be gradually incorporated into the program. The proposer should provide a solution for system-wide AMI that incorporates the information and requirements herein and would best suit the needs of the District’s six (6) utilities. The rollout of this AMI solution should be complete by the end of 2026 (full AMI across all utilities). While the District is open to adopting an AMI solution that incorporates multiple vendors with up to a maximum of two (2) networks, proposers should highlight complexities (if any) that may arise if a multi-vendor approach is employed.
A complete proposal will include the following topics:
1. Proposed approach to update all metering systems through AMI, including schedule;
2. Technical specifications for proposed meters, endpoints and network including:
a. Useful operating life and battery life of endpoints;
b. Maintenance and testing needs for all proposed meters and endpoints;
c. Network equipment;

OMNI+ Turbo (T²) Water Meter 1-1/2”, 2”, 3”, 4”, 6”, 8” and 10” The OMNI™+ T² meter operation is based on advanced Floating Ball Technology
(FBT).
Performance
The patented measurement principles of the OMNI+ T² meter ensure greater accuracy, expanded accuracy range and longer service life than any other comparable class meter. The OMNI+ T² meter has no restrictions on sustained flow rates within its continuous range. The floating ball measurement technology allows installation in any orientation and flows up to maximum rated capacity without undue wear or accuracy degradation.
Construction
The OMNI+ T² meter consists of two basic assemblies; the maincase and the measuring chamber. The measuring chamber assembly includes the “floating ball” impeller with a coated titanium shaft, hybrid axial bearings, integral flow straightener and an all electronic programmable register with protective bonnet. The maincase is made from industry proven Ductile Iron with an approved NSF epoxy coating.
Maincase features are; easily removable measuring chamber, unique chamber seal to the maincase using a high pressure o-ring, testing port and a convenient integral strainer.
OMNI+ Electronic Register
The OMNI+ electronic register is hermetically sealed with an electronic pickup containing no mechanical gearing. The OMNI+ register features a programmable totalizer registration, an optional digital pulse signal, AMI/ AMR reading digits, and a resettable test totalizer. The large, easy-to-read LCD also displays both forward and reverse flow directions. The OMNI+ tamper-proof security cover can be positioned in any of 270 degrees of rotation, with indexing points at each of the 90-degree customary register viewing positions.
Magnetic Drive
Meter registration is achieved by utilizing a fully magnetic pickup system. This is accomplished by the magnetic actions of the embedded rotor magnets and the ultra sensitive register pickup probe. The only moving component in water is the “floating ball” impeller.
Measuring Element
The hydro-dynamically balanced impeller floats between the bearings. The Floating Ball Technology (FBT) allows the measuring element to operate virtually without friction or wear, thus creating the extended upper and lower flow ranges capable on only the OMNI+ T² meter.
OMNI™+ REGISTER DISPLAY
Conformance to Standards
The OMNI+ T² meter meets and far exceeds the most recent revision of AWWA Standard C701 class II standards.
Each meter is performance tested to ensure compliance. All OMNI meters are NSF/ANSI Standard 61, Annex F and G approved.

Strainer
The OMNI+ T² with the AWWA compliant “V” shaped strainer uses a stainless steel screen along with Floating Ball Technology (FBT). This creates a design that greatly improves accuracy, even in difficult settings. A removable strainer cover permits easy access to the screen for routine maintenance.
AMR/AMI Systems
Meters and Electronic Registers are compatible with current Sensus AMR/AMI systems and other AMI communication systems that use the Sensus UI1203 protocol.
Maintenance
The OMNI+ T² meter is designed for easy maintenance. Should any maintenance be required, the measuring chamber and/ or strainer cover can be removed independently. Replacement parts or complete measuring chambers are available for repairs. OMNI+ T² replacement measuring chambers may also be utilized to upgrade some third-party meters to achieve increased accuracy and extended service life.
Data Logging
The OMNI+ T² meter logs 180 days of hourly consumption data.

iPERL Smart Water Meter Electromagnetic Flow Measurement System Sensus iPERL® smart water meters are designed to capture both lost water and lost revenue. The innovative magnetic technology delivers unmatched low flow registration and minimal pressure loss. With no moving parts, iPERL maintains its accuracy over a 20 year lifetime and is equipped with smart water alarms – delivering the intelligence you need to quickly resolve issues in the field.
Industry Leading Performance
The patented measurement technology of the iPERL water meter provides continuous and enhanced accuracy ranges at both low and high flows and perpetual accuracy over the life of the product. The iPERL meter has a 20-year accuracy warranty and a 20-year battery life guarantee. Over this 20-year lifespan, your iPERL will measure just as accurately as the day it was installed.
Construction
The iPERL meter body is available in two versions. The first version has a flow tube that is comprised entirely of composite polymer. The second version is comprised of lead-free bronze alloy with a composite polymer core. Both versions use the same thermal polymer shell with the same electronic register inside.
Electronic Register
The 9-digit hermetically-sealed electronic register with LCD display was designed to eliminate dirt, water, and moisture contamination in pit settings. The large, easy-to-read display includes AMI/AMR digits, direction of flow, units of measure, and empty pipe detection. The AMI/AMR digits and units of measure are fully programmable. The register also provides user configurable data logging.
Solid State Electromagnetic Technology
By avoiding the use of a mechanical measuring element inside the flow tube, metering performance is linear over the entire flow range – ensuring no reduction in accuracy at any flow rate over the life of the meter. The iPERL meter uses our patented remanent magnetic field technology – requiring far less energy and delivering superior accuracy.
Tamperproof
The integrated construction of the iPERL water meter prevents removal of the register to obtain free water. The magnetic tamper and low field alarms will both indicate any attempt to tamper with the magnetic field of the iPERL meter. The meter communication alarm indicates a possible cut cable.
Alarms
Quick resolution of field issues is made possible with smart water alarms including leak detection, reverse flow, empty pipe, magnetic tamper and low battery. When integrated with our FlexNet® communication network, remotely gathering and transmitting data has never been more reliable or profitable.
