About this file

This document is an Addendum to an Invitation to Negotiate (ITN) issued by the Central Florida Tourism Oversight District (CFTOD) for an Advanced Metering Infrastructure (AMI) Program. The CFTOD is a utility provider serving six jurisdictions, including natural gas, potable water, reclaimed water, electric, hot water, and chilled water. The District is seeking qualified AMI vendors to deliver a comprehensive solution including meters, endpoints, network, and headend system across all utility services. This project will be implemented in multi-year stages, with the initial stage focused on the natural gas utility. The addendum addresses questions and responses related to infrastructure site information, utility oversight, meter specifications, installation requirements, and project consultant involvement.

The contract will cover the entire CFTOD utility service area, which includes Orange County and Lakeland City in Florida. The proposers should be able to provide AMI services inclusive of all the District's utilities and include infrastructure and implementation pricing for all utilities in their proposals. The CFTOD is working with a consulting firm, Black and Veatch Corporation, to develop the ITN, but they are not eligible to submit proposals.

NOTICE TO ALL PROPOSERS

This addendum shall be made part of the ITN and shall be binding as if part of the original documents.

PART A. QUESTIONS/RESPONSES

Question 1: Regarding Addendum 1, Response 2 on available infrastructure site information -please complete the attached Excel table as best as possible.

Response 1: See the attached file titled “C006485 Radio Site Asset Information.”

Question 2: Does the electrical department also oversee the water/gas metering programs, or are these separate divisions?

Response 2: They are all separate departments – Electrical, Natural Gas, Chilled/Hot Water, Potable/Reclaimed Water, Wastewater are each separate.

Question 3: Do you have the gas meter sizes of the meters that will to be replaced?

Response 3: ~40% of the meters are 2”, ~40% are 4” and ~20% are 6”.

Question 4: Do you have the water meter sizes that will need to be replaced?

Response 4: Water meter sizes were included in the attached “C006485 Additional Gas & Water

Meter Information” issued with Addendum No. 2.

ITN# C006485, ADDENDUM NO. 3, page 3

Question 5: If any, can you please confirm that you will make ready work for the repeaters and collectors? Are there any restrictions on height or adding power to the areas required for these units to be installed?

Response 5: Existing repeaters and collectors can be reused if they work with the Contractor’s system. If new equipment is needed, there are height restrictions depending on where they need to be located, as well as we wouldn’t know what type of power is needed to run until the location is identified. This can be a part of the negotiation process for selected consultants as we outline the project.

Question 6: Can you please add the GIS endpoint address for the gas and electric meters, as it was done for the water meters?

Response 6: If these weren’t in the GIS file, we do not have that data available.

Question 7: Can you please add/clarify on the Excel file which water meters need to be replaced?

Response 7: This depends on if the Contractor’s equipment can work with the existing meters. If it can, then only the manual or ride by meters would need to be replaced.

Question 8: Is the installation for the water and gas meters mandatory?

Response 8: Yes; we are asking for one (1) vendor to work on all of the referenced systems.

Question 9: Can you please confirm that all water meters are aboveground? How many are in buildings?

Response 9: All, but a handful, are aboveground. Rough estimate would be around six to ten meters are underground. As far as in buildings, we have roughly twenty to twenty-five meters inside of buildings. That includes the deducts we are asked to read, which are around half of that total.

Question 10: Many of the water meters are identified as manual read. Do the registers have electronic output; either pulse or ASCII UI1203 output?

Response 10: All our meters that are marked manual reads do not have that capability. Any older meters that had that capability are either still on the old Itron system, or have been modified to MXU transponders.

Question 11: Is Owner working with any third party consultant firm for this ITN? If so, who?

Response 11: Black and Veatch Corporation assisted with the development of this ITN. They are not eligible to submit a proposal.
