About this file

This is a Byrd Anti-Lobbying Amendment Certification form required for federal contract awards exceeding $100,000, applicable to the Bayshore High School HVAC Renovation and CTE Addition project in Florida. The certification documents the contractor's acknowledgment of federal regulations under 31 U.S.C. § 1352 and mandates that no federal appropriated funds shall be used to pay any person or organization for lobbying activities directed at federal agency officials, members of Congress, or congressional staff in connection with obtaining federal contracts, grants, or other awards. The contractor must certify compliance with these requirements and include identical certification language in all subaward documents at every tier of subcontracting, ensuring that all subrecipients certify and disclose accordingly.

The certification constitutes a material representation of fact and is a prerequisite for entering into the transaction. Non-compliance carries significant penalties, including civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. Additionally, the contractor acknowledges that provisions under 31 U.S.C. § 3801 et seq. apply to the certification and any required disclosures. The contractor's authorized official must sign and date the certification, affirming the truthfulness and accuracy of all statements contained therein.
