About this file
This is a Buy American Certificate (FAR 52.225-2) template tailored for a federal solicitation requiring offerors to certify compliance with domestic content requirements.
The certificate requires offerors to certify that all end products are domestic end products, except those specifically listed as foreign end products. Offerors must separately identify any domestic end products containing critical components and any foreign end products manufactured in the United States that do not qualify as domestic products. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether domestic content exceeds 55 percent, with the exception of commercially available off-the-shelf (COTS) items. The certificate includes designated spaces for listing line item numbers for both foreign end products with their countries of origin and domestic end products containing critical components. The Government will evaluate offers in accordance with FAR Part 25 policies and procedures. This template applies to the RFQ for an audio booth at the Burlington, Iowa VA Medical Center (Solicitation Number 36C26326Q0292), which is a Veteran Owned Small Business Set-Aside. Offerors must complete and sign this certificate along with the Certificate of Compliance for Limitations on Subcontracting; failure to sign both documents will render the quote unresponsive.
