About this file
This is a Business Case document from the Kenton County Airport Board (KCAB) for a Sanitary Sewer Replacement and Relocation project at the Cincinnati/Northern Kentucky International Airport. The project involves replacing critical sanitary sewer infrastructure serving the cargo building and terminal zone, with Phase 1 to be completed by February 1, 2025, and Phase 2 by March 21, 2025. The project will include comprehensive replacement of aging sewer lines from 1947-1972, focusing on the outfall line connecting to the terminal pump station, with a pre-bid meeting scheduled for January 30, 2025, and bid submissions due by February 20, 2025.
The total project cost is estimated at $5,499,422, with $298,442 for design, $3,950,000 for construction/installation, $1,200,000 in contingency, and additional miscellaneous expenses. The project will be funded through CAPEX, with board approval anticipated on November 18, 2024, for Phase 1 and January 20, 2025, for Phase 2. Key risks include potential operational disruptions, environmental hazards, and regulatory non-compliance if the infrastructure is not upgraded. The project aligns with the airport's strategic objectives of operational excellence, financial sustainability, and supporting future growth, particularly for the F&F Cargo Facility and Global Logistics Park development.

Justification & Appropriations Sanitary Sewer Replacement and Relocation on Loomis Road - Construction (Phase 1 and Phase 2)
Current Situation/Background Information
Recent inspections have revealed critical damage and non-functionality within the sanitary sewer infrastructure serving the Cargo building in the Terminal zone of the CVG campus, which discharges into the terminal pump station at Donaldson Road and Loomis Road. This infrastructure is crucial for the proposed F&F Cargo Facility, future Global Logistics Park facilities, and several existing Terminal zone areas, including the Terminal facility, Concourse A, and Lincoln Road. The Terminal Area main trunk line, active since 1971, suffers from shifted joints, cracks, and a significant belly, posing a risk of further deterioration. The Central line, with components from 1951 and 1972, has multiple breaks and submerged portions, raising concerns about imminent failure. Additionally, the T1 line, constructed around 1947 and currently inactive, shows severe structural failure with collapsed areas and a gravel-filled manhole. The sanitary line serving the T2/Sign Shop is also partly collapsed, compounding the issues. These compromised sections threaten operational integrity and pose serious environmental hazards, such as soil contamination, necessitating urgent assessment and remediation to ensure the safety and functionality of campus facilities.
Project Definition
Project Information: Sanitary Sewer Replacement
The business objectives: Ensure the F&F Cargo Facility and associated facilities receive reliable and compliant sanitary sewer service.
Project Justification: to ensure uninterrupted operations, protect the environment, comply with regulations, and support future growth while addressing immediate sanitary needs
Project Approach
To ensure the F&F Cargo Facility receives reliable sanitary service, prioritize the replacement of the outfall line connecting to the terminal pump station. Begin with a comprehensive review of the current infrastructure to develop a phased approach if viable. Design a new outfall line that meets the capacity requirements for the entire terminal area and is strategically aligned with the future Global Logistics Park development. Additionally, ensure that the replacement plan includes connecting the partly collapsed sanitary line from the sign shop to the new outfall line of the F&F Cargo Facility. During implementation, focus on minimizing disruptions to campus operations and ensure the new line’s placement accommodates future growth. This approach will address immediate needs and support long-term infrastructure goals efficiently.
Alternatives
If immediate sanitary sewer service cannot be established for the F&F Cargo Facility due to the critical condition of the current infrastructure, consider using portable bath trailers as an interim solution. Deploy these trailers to provide temporary sanitary facilities on-site until the new sanitary sewer connections are completed. Ensure proper site preparation, including access and utilities for the trailers, and maintain them regularly to uphold hygiene standards. Communicate with stakeholders about the temporary arrangement and the expected timeline for permanent solutions, while adhering to health and safety regulations. This approach will manage sanitary needs effectively while allowing for necessary infrastructure upgrades.
Recommendation
Develop a phased replacement strategy for the sewer infrastructure. Begin with the most critical sections, such as serving the F&F Cargo Facility, the Terminal Area main trunk line and cental line, which are currently active and pose significant environmental risks. Replace these sections with modern, durable materials designed to handle current and future loads.
Phase 1 Construction - Immediate tie-in to existing sanitary system and pickup of the Sign Shop (includes some temporary solutions in order to complete this portion as quickly as possible) to be complete by February 1, 2025 Phase 2 Construction - Implementation of permanent solution to complete the sanitary system work to be complete by March 21, 2025

Known Risks & Limitations
If the inaccessible T1 portion of the sanitary sewer line serving the F&F Cargo Facility is not addressed, the building will not receive occupancy approval. This could lead to significant operational disruptions, including inadequate sanitary service and potential delays. Environmental risks may increase, with worsening soil contamination and potential regulatory violations. The remaining sewer sections could become overloaded, leading to system failures, backups, and further infrastructure deterioration. Additionally, non-compliance with environmental and building regulations could result in fines and legal issues, while neglecting the problem might damage the project's reputation and stakeholder trust, impacting future developments.
