About this file

This is a GIS mapping document and survey limits map prepared by the Town of Manchester, Connecticut's GIS/Maps & Records Unit for the Bush Hill Road Reconstruction project. The document depicts the approximate project limits for a 1.7-mile (9,000-foot) section of Bush Hill Road extending between Hillstown Road and Keeney Street in Hartford County. The Town of Manchester issued Request for Proposal 25/26-42 seeking a qualified Professional Land Surveyor licensed in Connecticut to perform topographic field survey and base mapping services. The surveyor must prepare AutoCAD-formatted deliverables showing existing conditions within approximately 100 feet on each side of the road centerline, with extended coverage at intersecting public streets. The map document is dated February 25, 2026, and notes that the original planimetric and topographic data were compiled using stereophotogrammetric methods from April 1999 photography in accordance with ASPR accuracy standards for 1-inch = 40-foot large-scale Class I mapping. Proposals must be submitted electronically through the Town's OpenGov procurement portal by April 8, 2026, at 2:00 p.m., with a questions deadline of April 5, 2026. The project is anticipated to coordinate with ongoing Keeney Street sidewalk construction work scheduled for substantial completion by Summer 2026.

The surveyor must establish a survey control traverse tied to the Town of Manchester Control Network and field-locate all existing features including utility poles, traffic signals, railroad structures, buildings, trees, wetland delineations, and roadway markings to specified accuracy standards. Additionally, the surveyor must research existing roadway rights-of-way, identify property owners, and locate all public utilities within project limits. Evaluation criteria include demonstrated experience of the firm and key personnel (50 percent of score) and lump-sum pricing (50 percent of score). Professional liability insurance of not less than $1,000,000 per claim and in the aggregate is required. The Town of Manchester Living Wage Ordinance applies, requiring covered employers with service contracts exceeding $25,000 in any fiscal year to pay eligible employees a living wage currently set at $17.78 per hour with comprehensive health benefits or $26.07 per hour without comprehensive health benefits. Bidders must submit a completed Living Wage Certification form, a completed IRS Form W-9, and a sample basemap deliverable demonstrating competency with similar roadway corridor projects. No incumbent vendors, set-asides for disadvantaged enterprises, or specific budget ranges are identified in the procurement documents, and the contract award value is not disclosed.
