About this file
This is a Living Wage Certification Form issued by the Town of Manchester, Connecticut, required for bidders responding to the Survey Services – Bush Hill Road Reconstruction contract opportunity. Bidders must complete and return this form with their bid submission or face potential bid rejection. The form requires bidders to certify their status as either a covered employer subject to the Manchester Living Wage Ordinance (Chapter 212 of the Manchester Code of Ordinances, Sections 212-1 through 212-11) or to identify their exemption category. The survey services project involves performing a topographic field survey and producing a base map in AutoCAD format for approximately 1.7 miles of Bush Hill Road between Hillstown Road and Keeney Street, requiring a Professional Land Surveyor licensed in Connecticut.
Bidders may qualify for exemption from the living wage requirements if they employ fewer than twenty-five eligible employees, have an annual contract value less than $25,000, or operate as a charitable foundation, charitable trust, or nonprofit organization exempt from federal income taxation under Section 501 of the Internal Revenue Code. Covered employers must commit to paying the required living wage to eligible employees and maintaining full compliance with the ordinance throughout the contract term. The certification must be signed by an authorized officer, owner, or representative of the bidding company and submitted with the bid or RFP response.
