The addendum modifies the original bid due date from Friday, March 6, 2026 at 12:00 PM to Wednesday, March 11, 2026 at 12:00 PM. The procurement involves the replacement of damaged louvers and supports on two adjoined Baltimore Air Coil Model 3604C cooling towers located on the roof of the Edward W. Brooke Courthouse in Boston, Massachusetts. Specifically, 24 damaged fiberglass louvers (12 per tower) and 8 stainless steel louver supports (4 per tower) must be replaced with original equipment manufacturer parts. A mandatory site walk-through was scheduled for February 26, 2026 at 7:00 AM, with a questions deadline of March 2, 2026 at 12:00 PM. The planned project start date is March 30, 2026, with completion required by April 26, 2026. Bidders must acknowledge Addenda #2 on their proposal forms and submit sealed bids electronically through COMMBuys.com in PDF format. The scope of work includes labor, materials, equipment, disposal of materials, permit costs, inspection costs, and comprehensive site cleanup and hazardous waste disposal. Contractors must provide a one-year warranty on all parts and labor, comply with Massachusetts prevailing wage rates, ensure all employees complete a 10-hour OSHA-approved construction safety and health course, and obtain payment and performance bonds with a 50 percent payment bond requirement if the total contract exceeds $25,000. No set-asides are designated for minority, women, or service-disabled veteran-owned business enterprises; however, applicable minority workforce utilization requirements are 15.3 percent and women workforce utilization requirements are 6.9 percent. The award will be made to the lowest responsible and eligible bidder within thirty days of bid opening. No subcontractors may be used without prior written approval from the Office of Court Management, Facilities Management Department.
