About this file

This Justification and Approval (J&A) document supports a sole-source acquisition for Explosion Proof Human Lifts by the Air Force Sustainment Center across three Air Logistics Centers (Ogden, Oklahoma City, and Warner Robins). The requirement is for commercial Skyjack scissor lifts (20 and 32 feet) and JLG boom lifts (45, 60, and 80 feet) modified to meet Explosion Proof specifications, including additional chargers and spare batteries. The contract will be a 3-year Requirement Indefinite Delivery Contract (IDC) with a 1-year base period and two additional 1-year ordering periods, anticipated to run from 30 August 2025 through 29 August 2028.

The acquisition is structured as a small business set-aside with award to the lowest-priced vendor. Market research identified limited sources capable of providing the specific lift configurations, with the government seeking to standardize lift brands to reduce training complexities and improve operational efficiency. The lifts must meet specific safety regulations, including OSHA requirements for hazardous locations, and include specialized features such as foam-filled tires, explosion-proof LED lighting, and enhanced safety platforms. The total estimated contract value is redacted, but the requirement will be funded through Capital Investment Program funds with an 8-month projected delivery schedule after order receipt.

Estimate. These requirements will be funded with Capital Investment Program funds. The projected delivery schedule is 8 (eight) months after receipt of order.

Orders can be issued on this Requirement IDC for three years after contract award, anticipated to be 30 August 2025 through 29 August 2028. This J&A covers the ordering periods of the Requirement IDC through completion of all task orders.

These lifts must be modified to meet all the following: Occupational Safety and Health Administration (OSHA) Regulation 29 Code of Federal Regulations (CFR) 1910.307 Hazardous (classified) locations, 29 CFR 1926.407 Hazardous (classified) locations, 29 CFR 1910.107 Spray finishing using flammable and combustible materials.

The lifts must be Explosion Proof Class I, Division 1 rated. Per 29 CFR 1926.449, Class I, Division 1 location is one with ignitable concentrations of flammable gases or vapors because of repair or maintenance operations.

Each Explosion Proof scissor lift requirement includes the following accessories/options: Foam Filled Tires, Explosive Proof LED Task Lighting, Enhanced Padded Aircraft Rails, and Powered Extension Deck.

Each Explosion Proof boom lift requirement includes the following accessories/options:

Fall Arrest Platform, Yellow Soft Touch System, Foam Filled Tires, Explosive Proof LED Task Lighting.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

This brand name justification is for Skyjack explosion proof scissors and JLG boom lifts and accessories/options as identified in Section III.

The Air Force and the three (3) ALCs utilize many different types of explosion proof boom lifts.

The Air Force Installation Contracting Center determined a need to standardize propelled human lifts based on a Category Intelligence Report completed in August 2023. This report identified the Enterprise utilizes over 69 different equipment brands. Use of multiple brands causes inefficiencies due to increased personnel training hours and part stock levels to support repairs for all the various lift brands.

Each ALC utilizes hundreds of different types of lifts in the daily production maintenance of weapon systems within the Air Force and these lifts are vital in providing safe, easy, and quick access to hard-to-reach areas of the aircraft and building facilities. Lifts, while providing a needed benefit to daily operations within the Enterprise, can pose a dangerous safety risk to personnel, weapon systems, and building facilities if personnel are not properly trained and familiar with each type of lift. If lifts are not properly used, personnel are at risk of minor and/or serious injuries, including death. According to OSHA, there are at least 36 people killed each year while using these

Both vendors were evaluated and was determined capable. failed to respond to questions concerning warranty and factory mutual certification so their capability could not be fully determined.

The requirement will be synopsized in SAM.gov in accordance with FAR 5.201. It is anticipated that sources having an interest in subcontracting may be identified through synopsis. Any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as a potential subcontracting possibility.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Government anticipates fair and reasonable prices will be determined based on adequate competition. In the event competition is not achieved, the Contracting Officer will conduct negotiations in accordance with procedures in FAR Part 12 and 15 and will include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable.

Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of other than certified cost or pricing information provided by the contractor. If other than certified cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted 24 September 2024 through 06 February 2025 in accordance with FAR Part 10.001 and 10.002. The Market Research Report was completed on 06 February 2025.

The market research techniques used are as follows:

The Market research was performed by reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM.Gov) databases using North American Industry Classification System (NAICS) Code (333924), (Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) and keyword(s) (Boom Lift and Explosion Proof Lifts) looking for companies that could provide this requirement. A review of small businesses to include 8(a), HUBZone, Service- Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide these units. This query resulted in two (2) small businesses, . Both companies were found not capable due to not having 45-, 60-, and 80-foot lifts in inventory.

General Services Administration (GSA) schedules were reviewed. One (1) company possesses a GSA Schedule (GS-07F-0370M) that allows the purchase of 45-, 60-, and 80-foot explosion proof boom lifts. Research showed this company is not currently capable of fulfilling this requirement due to not having an adequate inventory of the scissor lifts needed, but this small
