About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for an Air Force requirement to purchase Skyjack and JLG explosion-proof lifts. The solicitation is for commercial scissor lifts (20 and 32 feet) and boom lifts (45, 60, and 80 feet) modified to meet explosion-proof specifications, including accessories like foam-filled tires, LED task lighting, and extension decks. The requirement will support three Air Logistics Centers: Oklahoma City (OC-ALC), Ogden (OO-ALC), and Warner Robins (WR-ALC).

The procurement will be a small business set-aside with a brand-name-only solicitation, specifically targeting Skyjack and JLG products to standardize lift equipment across the Air Force enterprise. The contract will be a 3-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period and potential additional ordering periods, anticipated to be awarded on 30 May 2025. Market research indicated limited small business sources capable of providing the full range of required lifts, and the justification emphasizes reducing training complexities and safety risks by standardizing lift equipment across the Air Force maintenance operations.

Justification and Approval (J&A) for Other Than Full and Open Competition

August 2023 Page 4 of 7 through 29 May 2028. This J&A covers the ordering periods of the Requirement IDC through completion of all task orders.

These lifts must be modified to meet all the following: Occupational Safety and Health Administration (OSHA) Regulation 29 Code of Federal Regulations (CFR) 1910.307 Hazardous (classified) locations, 29 CFR 1926.407 Hazardous (classified) locations, 29 CFR 1910.107 Spray finishing using flammable and combustible materials.

The lifts must be Explosion Proof Class I, Division 1 rated. Per 29 CFR 1926.449, Class I, Division 1 location is one with ignitable concentrations of flammable gases or vapors because of repair or maintenance operations.

Each Explosion Proof scissor lift requirement includes the following accessories/options: Foam Filled Tires, Explosive Proof LED Task Lighting, Enhanced Padded Aircraft Rails, and Powered Extension Deck.

Each Explosion Proof boom lift requirement includes the following accessories/options: Fall Arrest Platform, Yellow Soft Touch System, Foam Filled Tires, Explosive Proof LED Task Lighting.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

This brand name justification is for Skyjack explosion proof scissors and JLG boom lifts and accessories/options as identified in Section III.

The Air Force and the three (3) ALCs utilize many different types of explosion proof boom lifts. The Air Force Installation Contracting Center determined a need to standardize propelled human lifts based on a Category Intelligence Report completed in August 2023. This report identified the Enterprise utilizes over 69 different equipment brands. Use of multiple brands causes inefficiencies due to increased personnel training hours and part stock levels to support repairs for all the various lift brands.

Each ALC utilizes hundreds of different types of lifts in the daily production maintenance of weapon systems within the Air Force and these lifts are vital in providing safe, easy, and quick access to hard-to-reach areas of the aircraft and building facilities. Lifts, while providing a needed benefit to daily operations within the Enterprise, can pose a dangerous safety risk to personnel, weapon systems, and building facilities if personnel are not properly trained and familiar with each type of lift. If lifts are not properly used, personnel are at risk of minor and/or serious injuries, including death. According to OSHA, there are at least 36 people killed each year while using these lifts. When a lift is used incorrectly due to lack of training, experience, or familiarity there is an increased chance of error that could negatively impact sensitive systems on complex aircraft or cause injury to personnel. This can potentially cause duplication of cost to fix damage to aircraft caused by improper use of a lift. In addition, result in delays in production and support to the warfighter.

The Government requires all operators of these lifts to complete comprehensive training specific to each lift being utilized which ensures prevention of damage, injury, and/or death. This training ensures that each operator has the fundamentals of all controls and are fully trained on all available safety features for each lift. Each employee is not considered fully competent on these lifts until they have completed an average of twenty hours of On-The-Job (OTJ) training. During OTJ, the operation of lifts requires a more experienced operator to accompany the training operator to ensure the lift does not encounter a dangerous component. The initial training and the time required to become competent is time that could be reduced through standardization of the lifts. The current ALCs' workforce has received the required training and operation time on the Skyjack and JLG lifts therefore, these were selected as the optimal lifts for supplemental support to each of the ALCs.

Similar requirements previously satisfied as follows:

FA8571-22-D-0010; Competitive Small Business Set Aside awarded to Bailey Specialty Cranes & Aerials (CAGE:6Q6X0). Period of Performance: 12 August 2022 to 30 September 2024.

FA8571-19-D-A004; Competitive Small Business Set Aside awarded to IF Armor International/Manlift Manufacturing (CAGE:89UK5). Period of Performance: 30 August 2019 to 29 August 2020.

Limiting the brand name lifts to Skyjack and JLG products promotes standardization amongst the ALCs. This will reduce the duplication of costs to support all the various lift models, as well as eliminate the need for new and/or additional training on a different lift brand.

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

A Sources Sought (SS) synopsis was posted to SAM.gov on 08 April 2025 under Notice ID “77532” with a response date of 14 April 2025.The SS requested responses from interested vendors that possess the expertise, capabilities, and experience to meet qualification requirements for this effort. The following vendors responded to the SS:

Both vendors were evaluated and was determined capable. failed to respond to questions concerning warranty and factory mutual certification so their capability could not be fully determined.

The requirement will be synopsized in SAM.gov in accordance with FAR 5.201. It is anticipated that sources having an interest in subcontracting may be identified through synopsis. Any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as a potential subcontracting possibility.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Government anticipates fair and reasonable prices will be determined based on adequate competition. In the event competition is not achieved, the Contracting Officer will conduct negotiations in accordance with procedures in FAR Part 12 and 15 and will include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of other than certified cost or pricing information provided by the contractor. If other than certified cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted 24 September 2024 through 06 February 2025 in accordance with FAR Part 10.001 and 10.002. The Market Research Report was completed on 06 February 2025. The market research techniques used are as follows:

The Market research was performed by reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM.Gov) databases using North American Industry Classification System (NAICS) Code (333924), (Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) and keyword(s) (Boom Lift and Explosion Proof
