About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) to restrict competition under FAR 12.102(a).
The Coast Guard seeks to procure a complete Volvo Penta D4 marine propulsion system package estimated at $160,000 (over the Micro-Purchase Threshold but up to the Simplified Acquisition Threshold). The procurement includes mandated ancillary components—specifically Racor 500MA10 filter assemblies and Hotstart CTM10110-N00 engine block heater—along with freight delivery to Ketchikan, Alaska, and on-site OEM-authorized commissioning services. The intended use is to repower a 36-foot Munson Landing Craft to restore operational readiness and secure full manufacturer warranty coverage for critical regional missions. The justification asserts that only one source is reasonably available based on brand-name requirements essential to the vessel. The rationale emphasizes that the Volvo Penta D4 system and specified ancillary components are uniquely necessary to maintain exact form, fit, and function compatibility with the vessel's existing structural, mechanical, and electronic architecture. The Coast Guard argues that integrating alternate manufacturers' products would require cost-prohibitive structural transom modifications, complete helm rewiring, duplicative engineering safety reviews, warranty voiding, and unacceptable delays to mission readiness. The Hotstart CTM heater's integrated circulation pump is explicitly required for reliable cold-weather starts in Alaska's extreme maritime environment and to meet OEM warranty activation parameters. Fair and reasonable price determination will be based on market research. The document is signed by LT Tai T. Chan (Technical and Requirements POC) and Deno A. Stamos (Contracting Officer), with a last update date of November 3, 2025.

U.S. COAST GUARD JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR RESTRICTING COMPETITION FAR 12.102(a)
PURCHASE REQUEST OR REQUISITION NUMBER:
Pending
ESTIMATED TOTAL VALUE, INCLUDING OPTIONS:
(Over Micro-Purchase Threshold, but up to the SAT) $160,000
AUTHORITY JUSTIFICATION TYPE
☒ Restricting Competition 12.102(a) document the decision that only one source is available and the basis for the decision.
ONLY ONE SOURCE IS REASONABLY AVAILABLE (e.g., urgency, exclusive licensing agreements, or industrial mobilization). OR BRAND NAME – Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: The USCG requires a complete Volvo Penta D4 marine propulsion system package, including mandated ancillary components, freight delivery to Ketchikan, AK, and on-site OEM-authorized commissioning services. The intended use is to repower a 36-foot Munson Landing Craft, restoring the vessel's operational readiness and securing full manufacturer warranty coverage to support critical regional missions.
SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI):
RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE: The procurement of the Volvo Penta D4 Propulsion System, Racor 500MA10 filter assemblies, and Hotstart CTM10110-N00 engine block heater is strictly limited to these brand-name items because they are uniquely essential to maintaining the exact form, fit, and function compatibility with the 36-foot Munson Landing Craft's existing structural, mechanical, and electronic architecture. Integrating an alternate manufacturer’s marine diesel engine and outdrive system would deviate from the vessel's established engineering baseline, necessitating cost-prohibitive structural transom modifications, complete helm rewiring, and duplicative engineering safety reviews that would unacceptably delay a return to mission readiness. Furthermore, the specified Racor filters and Hotstart CTM heater—which features an integrated circulation pump necessary for reliable cold-weather starts in the extreme Alaska maritime environment—are explicitly required to simultaneously meet operational performance standards and the OEM's strict installation parameters for warranty activation. Because the vessel's existing architecture dictates these highly specific physical, electronic, and environmental constraints, alternative products cannot be integrated to meet the agency’s life-cycle engineering and operational needs without incurring unacceptable risk, voiding the propulsion warranty, and requiring fundamental structural redesigns.
