About this file
This is a Brand Name or Equal Justification document for a simplified acquisition procedure prepared by the Department of Veterans Affairs.
The Southeast Louisiana Veterans Health Care System (SLVHCS), located in New Orleans, Louisiana, is seeking to replace a noncompliant Endoscopy Reprocessing Sink in the Sterile Processing Service (SPS). The current equipment is original to the facility and violates VHA Directive 1116(2) and AAMI standards established by the Joint Commission (AMMI ST91). This replacement has been classified as Priority 1 (Mission Critical) based on recent site audit findings. The estimated acquisition value falls between the micro-purchase threshold and the Simplified Acquisition Threshold of $350,000. PureSteel and Pure Process LLC have been identified as the required source based on their ability to customize a triple sink and table configuration while meeting specific space constraints and ensuring compatibility with existing equipment. Market research conducted through the SBA, GSA, and OEM consultation located 15 vendors under NAICS 339113, including 4 SD/VOSB vendors and 3 additional SDVOSBs identified by the OEM; however, alternative vendors could not meet the specialized customization and space requirements. The contracting activity plans to conduct this acquisition as an open market competition set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) vendors, as the VA Rule of Two is attainable. The Contracting Officer, Rachel Babin, certified the justification as accurate on July 20, 2026, under Acquisition ID 36C256-26-AP-4101.

DEPARTMENT OF VETERANS AFFAIRS
Brand Name or Equal Justification for Awards IAW FAR Overhaul 12.102(a)
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)
Acquisition Plan Action ID: 36C256-26-AP-4101
1. Contracting Activity:
Department of Veterans Affairs, Network Contracting Office 16,Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, LA 70119
2237: 629-26-3-7909-0634
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Brand Name Justification: This request is to replace the Endoscopy Reprocessing Sink at the Southeast Louisiana Veterans Health Care System, for the Sterile Processing Service (SPS). The current equipment was original to the building and is noncompliant with VHA Directive 1116(2), and the Association for the Advancement of Medical Instrumentation (AAMI) standards set forth by the Joint Commission, AMMI ST91. This has been deemed a Priority 1 replacement (Mission Critical) for the SPS during the recent site visit and audit. The C&A requirements do not apply, and a Security Accreditation Package is not required.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
PureSteel provides required compatibility with existing equipment, ensuring interoperability and avoiding system integration issues. SLVHCS medical staff researched similar sinks and tables. No other vendor was located with the ability to customize a triple sink and table, nor could they meet the specific space requirements.
Pure Process LLC stated it will meet the requirement within the space constrictions.
4. Description of market research conducted and results or statement why it was not conducted:
Searched SBA SBS using NAICS 339113 and located 15 vendors, of which 4 are SD/VOSB vendors. Searched again, using keywords “Endoscopy Sink”, and there were 12 vendors.
Searched GSA for Endoscopy Sink, and there were no vendors listed. Searched again using key term “Reprocessing Sink”, and several Steris Sink options were listed. The Steris Sinks are not designed for the Endoscopic process. The OEM advised they have 3 SDVOSBs that could provide this requirement. The VA Rule of Two is attainable, this action will be competed Open Market, as an SDVOSB set-aside.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR RFO
12.102. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
