About this file
This document is a Questions and Answers (Q&A) file addressing clarifications on a federal contract solicitation for PureSteel Healthcare Reprocessing Sinks. The solicitation requires quotes for TWO complete PureSteel reprocessing sinks with related accessories (CLIN 0001), to be installed in SPS Room 4D203 as replacements for existing equipment. Both installations will occur at the same location: 2400 Canal Street, New Orleans, LA 70119 (correct ZIP code 70119, not 71109). The contractor is responsible only for uninstalling existing equipment; the facility's Engineering Department will handle disposal.
The requirement specifies PureSteel products only—no equivalent or brand-neutral alternatives will be accepted. CLIN 0015 is identified as PureSteel part DGH-02 (holds two 1-gallon bottles). The performance deadline is 90 days from contract award for full completion and final acceptance, including delivery, installation, testing, training, and final acceptance. An OEM representative or designated installation subcontractor may attend the mandatory August 21 site visit as the vendor's representative, provided they identify themselves on the sign-in sheet and send prior confirmation to rachel.babin@va.gov. Site visit attendees will meet Point of Contact Allen James at the Galvez Street first-floor lobby, who will escort them to Room 4D203. Quotation offers are due Friday, August 28, 2026 at 10:00 a.m. Central Standard Time.

QUESTIONS AND ANSWERS
1. Quantity: Section B.2 lists two PureSteel Healthcare Reprocessing Sinks under CLIN 0001 and generally two of the related accessories, while the Statement of Work repeatedly describes procuring and installing one sink. Please confirm whether the requirement is for two complete sinks and the listed accessory quantities in Section B.2.
This solicitation is requesting quotes for TWO reprocessing sinks. Please see updated SOW.
2. Installation locations: If two sinks are required, please confirm whether both will be installed in
SPS Room 4D203 and whether both are replacements for existing equipment.
Both will be installed in SPS Room 4D203 and are replacements for existing equipment.
3. Performance deadline: The SF1449 states that all CLINs are to be delivered within 90 days ARO.
The SOW separately suggests delivery within 60-90 days after submittal approval, followed by installation, testing, and training, while the overall performance period remains blank. Please confirm whether the 90-day requirement applies only to delivery or to complete installation, testing, training, and final acceptance.
90 Days for full completion and final acceptance. Please see updated SOW.
4. Existing-equipment removal: The SOW states that removal and disposal of the existing sink or related equipment is required "if required by the facility." Please confirm whether removal and disposal are part of this requirement, including the quantity and any known disposal restrictions.
Uninstalling the existing equipment is included in this requirement. The SLVHCS Engineering Department will dispose of the equipment so offerors are not responsible for the disposal of existing equipment only uninstalling the equipment currently in place.
5. CLIN 0015: Please provide the complete product description and, if available, the PureSteel manufacturer part number for the accessory described only as "Holds Two 1 Gallon Bottles."
CLIN 0015 is for PureSteel part DGH-02
6. Brand-name basis: The notice and Brand Name Justification state brand-name-only PureSteel, while the SOW contains brand-neutral and equal-product language. Please confirm whether only PureSteel products will be accepted.
Only PureSteel products will be accepted. Please see updated SOW.
7. Site visit information: The separate site visit attachment lists ZIP code 71109, while the SF1449 and other documents list 70119. It also identifies the site visit location differently from the Room 4D203 installation location. Please confirm that vendors should report to the Galvez Street entrance/first-floor lobby at 2400 Canal Street, New Orleans, LA 70119, and that the installation is Room 4D203.
The correct zip code is 70119. All attendees for the site visit will meet Point of Contract Allen James at Galvez Street first floor lobby. Mr. James will proceed in taking the attendees to the installation location Room 4D203.
8. Site visit representative: May an OEM representative or the OEM's designated installation subcontractor attend the August 21 site visit as Vendor’s representative?
A subcontractor may attend in place of the vendor submitting the offer as long as the representative makes known who they represent on the sign in sheet and a confirmation email is sent prior to the site visit to rachel.babin@va.gov.
9. Offer deadline: Page 40 refers to "Wed, August 28, 2026," while August 28, 2026 is a Friday.
Please confirm that quotations are due Friday, August 28, 2026 at 10:00 a.m. Central.
