About this file
This is a Single Source Justification document for a simplified acquisition under the Simplified Acquisition Threshold (SAT) by the Department of Veterans Affairs, VISN 16, VA Alexandria Health Care System.
The acquisition seeks to procure twelve (12) APX 8000 handheld radios with advanced communication capabilities, including 2 bank chargers and necessary programming services for the Alexandria VA Fire Department. The requirement is valued over the micro-purchase threshold but not exceeding the $350,000 SAT. The single-source justification emphasizes compatibility with the VA's existing 15-year Motorola infrastructure, mutual aid requirements with the state-run Louisiana Wireless Information Network (LWIN), and specialized features essential for firefighting operations, including glove-friendly ergonomics, dual-microphone noise cancellation, MIL-STD-810H ruggedization, and IP68 immersion ratings. The document asserts that alternative brand radios cannot be programmed for Motorola systems, would create interoperability risks, complicate maintenance of separate encryption keys and code plugs, and fail to meet required FIPS 140-3 AES encryption standards mandated by the Federal Government. Market research was conducted via a sources sought notice (solicitation 36C25626Q0516) published on 03/18/2026 and closed on 03/24/2026, receiving responses from four Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and four small business vendors, with historical SDVOSB contract competition also identified. The Contracting Officer, Veronica Maskell, certified the justification as accurate on April 15, 2026.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Alexandria Department of Veterans Affairs Fire Department seeks to procure twelve (12) APX 8000 handheld radios with advanced communication capabilities, along with 2 bank chargers and necessary programming services. These radios will enhance communication efficiency and reliability for field operations. The total amount for this requirement is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
After conducting market research, it is in the best interest of the Government to procure Motorola Solution’s APX 8000 handheld radios due to its compatibility with the VA’s current communication infrastructure. For the past 15 years VA Alexandria’s Health Care System Fire Department and the Police Department’s communication system have been utilizing Motorola software and hardware for fleet continuity, mutual aid, and hardware sharing when needed during extreme circumstances. Additionally, Mutual Aid with the state-run LWIN (Louisiana Wireless Information Network) radio system is entirely Motorola, which simplifies response to natural disasters and sharing hardware/response. Please see market research attachment 1 in the briefcase showing LWIN’s technological infrastructure.
Unlike commercial-grade alternatives, APX radios are designed with "Glove-Friendly" ergonomics, featuring oversized knobs and a shielded emergency button that ensure flawless operation even when wearing heavy structural firefighting PPE. The integration of dual-microphone noise cancellation technology specifically filters out the high-decibel roar of diesel engines and positive pressure ventilation (PPV) fans, ensuring that voice transmissions remain intelligible when seconds matter most. Furthermore, the APX ruggedized housing meets stringent MIL-STD-810H standards and IP68 immersion ratings, providing a level of thermal resistance and structural integrity minimizing equipment failure during interior structural attacks.
Motorola’s APX radio units are essentially needed to avoid increased costs and maintain operational efficiency. Maintaining separate encrypted system keys, code plugs, firmware, VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

charging infrastructure, and accessories for disparate brand radios is very complex and costly. Handheld radio units besides Motorola cannot be programmed to work on Motorola systems, they will not maintain the same programming software, keys, accessories and encryption. Motorola radios are also essentially needed to comply with the National Telecommunications and Information Administration (NTIA) and Federal Information Processing Standard (FIPS) policies.
Motorola radios are also essentially needed to comply with the National Telecommunications and Information Administration (NTIA) and Federal Information Processing Standard (FIPS) policies. The Motorola’s APX series currently complies with FIPS 140-3 AES high encryption standards, as required by the Federal Government. After conducting market research, commercial-grade alternative radios did not meet all necessary security requirements. While other radios may be compatible with P25 signaling, they are not compatible with all the security features available to the Motorola fleet shared throughout the
VAMC.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was conducted finding multiple SDVOSBs capable of providing the requested supplies referenced in the SOW. Sources sought notice was published under solicitation 36C25626Q0516 on 03/18/2026 and closed on 03/24/2026. Reponses were received from four SDVOSBs and four mall business vendors. Historical contracts were also found competing this requirement as an SDVOSB set aside. Resulting in numerous offers from verified and capable SDVOSBs.
Additionally, after communicating with COR and conducting further market research, it is in the Government’s best interest to pursue the brand name product for this requirement.
Due to the VA’s communication infrastructure, alternative brand radios would not be compatible with the current communication system consisting of Motorola technology.
Consequently, procuring alternative brand radios would interrupt emergency protocol procedures, create life threatening security risks, and raise costs through maintaining various brands of units for operational use.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
