About this file

This is a sealed bid solicitation package for Bradley Academy Ceiling Renovations issued by the City of Murfreesboro, Tennessee on behalf of Murfreesboro City Schools. The project encompasses comprehensive ceiling renovation work at Bradley Academy Elementary School located at 511 Dr. Martin Luther King Jr. Boulevard in Murfreesboro, including demolition of existing suspended acoustical tile and plaster ceiling systems, abatement of approximately 250 linear feet of asbestos-containing water pipe insulation on pipes three inches or smaller in diameter, and installation of new suspended acoustical tile ceiling systems with updated light fixtures and HVAC diffusers on both first and second floors. Prospective bidders must be licensed General Contractors in Tennessee and register through the City's OpenGov procurement portal to submit electronic bids. A mandatory pre-bid conference is scheduled for Tuesday, March 24, 2026, at 10:00 AM at Bradley Academy, with sealed bids due no later than Tuesday, March 31, 2026, at 2:00 PM CST. Public bid opening will occur via Zoom following the submission deadline. The anticipated Notice to Proceed is May 29, 2026, with a required completion timeframe of fifty-eight consecutive calendar days from issuance of the Notice to Proceed.

Each proposal must include bid security equal to five percent of the bid amount, along with performance and labor and material payment bonds of one hundred percent of the contract sum issued by a Tennessee-licensed bonding company. The contract is structured as a lump sum agreement with a fifty-thousand-dollar contingency allowance available at the Owner's discretion for extra work, supplemented by unit price submissions for asbestos abatement and water pipe insulation replacement work. The solicitation utilizes AIA standard contract documents (A101-2017, A201-2017, A701-2018) with significant local modifications reflecting Tennessee regulatory requirements and City of Murfreesboro standards. Comprehensive insurance requirements mandate minimum general liability coverage of $2,000,000 per occurrence with $2,000,000 annual aggregate, workers' compensation coverage, commercial auto liability of $1,000,000, and specialized environmental and professional liability coverage. Liquidated damages are assessed at $2,000 per calendar day for delays exceeding the fifty-eight-day completion deadline. The City of Murfreesboro retains the authority to reject any or all bids and make awards in its best interest without restriction.
