Summarize the scope and deliverables provided, including timeline and outcome.

Santa Susana Field Laboratory – Energy Technology Engineering Center Remediation Services: The Energy Technology Engineering Center (ETEC) site is located at the Santa Susana Field Laboratory (SSFL) in Simi Valley, outside of Los Angeles, CA.

From the 1950s until 1988, DoE and its predecessor agencies conducted nuclear and liquid metals research at the 90-acre ETEC site, including the testing of 10 small reactors. Since 2008, CDM Smith has helped DoE investigate remaining contamination, plan cleanup, and meet federal and state regulatory requirements. CDM Smith has provided project management, groundwater treatment system design; chemical sampling and data review/reporting; public outreach; soil treatability studies; groundwater data gap analysis/work plans for a wide range of chemicals (including PFAS) and radionuclides; environmental impact statement preparation, groundwater characterization and interim measure plans, and monitoring; groundwater modeling; biological and cultural resources assessments;

NEPA support; and cost/benefit analysis. Additional responsibilities included developing work plans for sampling, treatability studies, feasibility studies, decision documents (RODs), soil remedial action planning, filling groundwater data gaps, and groundwater interim measure work plans to address VOCs/SVOCs, heavy metals, including mercury, dioxins, PCBs, and total petroleum hydrocarbons.

Since 2017, CDM Smith has operated an interim measure consisting of extraction of VOC-contaminated groundwater present in fractures within the sandstone matrix to reduce contaminant mass and prevent further migration. To improve the efficiency of VOC removal, CDM Smith designed and is currently constructing an automated version of this groundwater interim measure that features solar-powered groundwater extraction pumps activated by an I&C system so groundwater is automatically pumped to a centrally located tank. CDM Smith also obtained DTSC approval in late 2023 to pilot test in-situ chemical and biological remediation for one of SSFL’s VOC plumes.

List key Materials or Services provided.

Environmental Consulting Services (site strategy and closure support), site investigation and characterization services, groundwater monitoring, environmental impact statement preparation, treatability studies, remedial design, performance assessment, groundwater modeling, stakeholder communications (factsheets, public meetings, groundwater remedial action evaluations (pump and treat, in situ remediation, MNA), NEPA support, regulatory negotiations, and budget planning

Fort Hall Mine Landfill Remediation & Restoration Services & Human Health & Ecological Risk Assessment: The Bannock County’s Fort Hall Mine Landfill (FHML) site is in an arid/semi-arid climate within the Great Basin Desert and an active facility operating under the Resource Conservation and Recovery Act (RCRA). CDM Smith is providing a continuing contract for groundwater remediation services to characterize and address landfill leachate, including chlorinated solvent DNAPLs, impacting groundwater in alluvium and the weakly indurated, conglomeratic Tertiary Starlight Formation underlying the site. For the past 20 years, Bannock County operated a pump-and-treat system that has failed to cut off the plume from the source area. Under a consent order (CO) with the Idaho Department of Environmental Quality (IDEQ), cleanup efforts are underway for a closed and unlined cell of FHML where chlorinated solvent DNAPLs and other chemicals leached to groundwater, creating an over two-mile-long plume that is impacting private domestic wells and municipal supply wells for the City of Pocatello. CDM Smith is working with IDEQ and Bannock County to develop a Revised Remediation Plan by first addressing deficiencies in the conceptual site model (CSM) to provide a better basis for improved remedy decision-making.

List key Materials or Services provided.

Environmental Consulting Services (site strategy and closure support), operations, maintenance, and monitoring (biannual capture reports, monthly vapor discharge assessments), site investigation and characterization services, treatability studies, remedial design, performance assessment, stormwater management, hydraulic (stormwater, surface water and groundwater) studies and modeling, climate evaluation, stakeholder communications (factsheets, public meetings, website development and maintenance), landfill cap evaluation and design, groundwater remedial actions (pump and treat, in situ remediation, MNA), regulatory negotiations, and budget planning

West Side El Monte Operable Unit – San Gabriel Superfund Site Remediation Services: Following RI/FS and design/build/operation of a groundwater containment system, a drought-induced change in groundwater gradients required CDM Smith, on behalf of Hermetic Seal, to develop the remedial design for seven additional extraction wells, conveyance pipeline, and electrical infrastructure. CDM worked with EPA, the cities of Rosemead and El Monte, the electrical utility, residential and private property owners, USACE, and other stakeholders, and was successful in achieving approval of the design the cities in December 2022 and EPA in March 2023. In 2023, CDM Smith secured construction permits, developed subcontractor bid packages and conducted bidding, provided to the client a guaranteed maximum price as part of a progressive design/build approach, and initiated construction following client approval. Construction is currently underway and scheduled to be completed in 2024. CDM Smith also continues to operate the existing system in full compliance with discharge permits, perform site groundwater monitoring, and provide ongoing consulting services.

List key Materials or Services provided.

Operations, maintenance, and monitoring (performance evaluation reports, watermaster reports, self-monitoring reports for NPDES compliance); remedial design (basis of design report, calculations, drawings and specifications), RD/RA schedules, remedial action (progressive D/B proposal, monthly updates, weekly construction updates), ongoing consulting and groundwater monitoring (compliance and sentinel well installation and groundwater monitoring report, compliance Monitoring report)

Summarize the scope and deliverables provided, including timeline and outcome.

700 South 1600 East PCE Plume Superfund Site Remediation Services: The Superfund site is located in a developed residential and commercial area of Salt Lake City, UT near the University of Utah campus. The Veterans Health Administration operated a dry-cleaning machine at the Veterans Affairs Medical Center (VAMC) campus in the late 1970s and early 1980s. PCE migrated from suspected release points at the campus and the associated sanitary sewer line and impacts have been observed at an irrigation well and historically at a municipal water supply well. The U.S. Department of Veterans Affairs (VA) is addressing the site under a Federal Facilities Agreement with EPA – Region 8 and the State of Utah. CDM Smith completed the site-wide remedial investigation to characterize the nature and extent of a large, dilute PCE plume and evaluate their fate and transport in the environment. The project site is located in a complicated hydrogeologic setting along the Wasatch Front, with the depth to groundwater nearly 200 feet at the source area and transitioning to a confined/artesian aquifer with springs and PCE discharge to surface water occurring at the toe of the plume in a residential neighborhood. The RI for the site was finalized and approved by EPA and UDEQ in September 2022. CDM Smith supported USACE and VHA to develop mitigation approaches for structures impacted by vapor intrusion. CDM Smith completed work planning and subcontractor coordination, oversight of installation and startup, system optimization and evaluation including subslab vacuum measurements to verify performance, and indoor air sampling. CDM Smith is currently evaluating remedial technologies and alternatives to develop the feasibility study for the site and has developed work plans for treatability studies to address PCE impacts in the source area to be implemented in 2024.

List key Materials or Services provided.

Environmental consulting services (site strategy support), site investigation and characterization services, treatability studies, remedial design, performance assessment, stormwater management, hydraulic (stormwater, surface water and groundwater) studies and modeling, climate evaluation, stakeholder communications (fact sheets, public meetings, website development and maintenance support), groundwater remedial alternatives evaluations, regulatory negotiations, and budget planning
