Key Project Experience/Highlights

Mr. Ortiz has 24 years of experience and specializes in project oversight, operational management, and environmental consulting related to emergency response action, soil and groundwater assessment/investigation, and corrective action throughout the region (TX, OK, KS, NE, WY, CO and NM). He works closely with clients and teams to implement innovative and cost-effective solutions that mitigate environmental and human health risks. In the last seven years alone, Carlos has been involved in providing remediation solutions for more than 500 in-situ remediation projects—from state-level Superfund and dry cleaner sites to large complex Industrial projects, various EPA Superfund sites, and numerous federal projects with the USACE, AFCEC and NAVFAC.

North Railroad Avenue Plume Superfund Site New Mexico Dept. of Environment (NM)

Served as a senior technical manager for the project, where site conditions consisted of a Superfund site with groundwater impacts from a historical dry-cleaning facility resulting in chlorinated contaminants, including tetrachloroethene (PCE) and trichloroethene (TCE). Contamination at the site is impacting a Shallow Zone plume and a Deep Zone plume. After successful remediation activities completed by the EPA, residual hot spot areas remained in the Shallow and Deep Zone plumes at the site. This was mainly due to the challenging geologic conditions predominant at the site.

Luke Air Force Base – Luke Waterdog Recreation Annex Site Remediation Arizona Dept. of Environmental Quality (AZ)

Served as a senior technical manager in Maricopa County, AZ where site conditions consist of groundwater impacted with petroleum hydrocarbons, including TPH and BTEX. The client’s initial groundwater remediation strategy did not perform as intended, with elevated contaminant concentrations threatening impacts to Apache Lake. A final in-situ application was conducted at the site after the successful pilot scale application was completed to reduce contaminants in groundwater, prevent contaminant Apache Lake, and move the site toward regulatory closure.

Carlos Ortiz Principal-in-Charge

Santa Fe County Judicial Complex New Mexico Environment Department (NM)

Served senior technical manager for the site, which was a former petroleum hydrocarbon UST operation associated with the former Santa Fe Judicial Complex. Historical petroleum hydrocarbon releases impacted soil and groundwater. Scope included various in-situ injection methods evaluated during a pilot-scale application.

The site’s complex geology (arid depositional environment with silts, clays, and gravels) was critical in the recommended option(s) for direct-push method, open-borehole straddle-packer method, open-borehole single-packer method, and direct push injection.

In-situ Remedial Design – E. 67th Street Superfund Site U.S. Environmental Protection Agency (TX)

Served as a senior technical manager for the Superfund site with groundwater impacts from a 15,000-gallon solvents release, primarily PCE that impacted multiple aquifer zones, including the shallow zone (60 ft), the intermediate zone (85 ft) and the deep zone (130 to 150 ft). The site’s arid depositional environment was a primary factor in the remedial technology selection and approach. Successful optimization of the CSM and remedial design eliminated the contaminant migration and the dissolved contaminant concentrations impacting the residential potable water wells.
