About this file

This document is a Request for Proposal (RFP) Contract Award and Executive Summary Determination from the Arizona Department of Environmental Quality (ADEQ), issued under Solicitation No. BPM005267. The procurement process involved two companies: Williams & Co. Consulting, Inc. and Environmental Technology, Inc., with the evaluation conducted by an internal committee comprising Jason Kocer, Joey Kiker, and Stephen Johnson from ADEQ's Water Protection Division.

The contract is for Underground Storage Tank (UST) Inspections, with Williams & Co. Consulting, Inc. being the sole awardee after a comprehensive evaluation process. The proposals were scored out of 1,000 points, assessing the offeror's experience, organizational capacity, key personnel, method of approach, and price proposal. During the procurement process, clarifications were sought from both companies, and Environmental Technology, Inc. was ultimately deemed not susceptible for award. The contract includes a Best and Final Offer (BAFO) that reduced pricing by 2% and locked in contract pricing for 5 years, with the award made on 6/21/2023 based on the offer being determined responsive, responsible, and pricing fair and reasonable.
