About this file

This document is a Blanket Purchase Agreement (BPA) Terms and Conditions file for document shredding services with the Department of Veterans Affairs National Cemetery Administration. The BPA covers document shredding services for the Pacific District, with a maximum aggregate order value of $250,000 and a five-year performance period. Key administrative requirements include quarterly reporting of purchases, electronic invoicing through the Tungsten website, and specific invoice submission requirements such as including Tax ID number, remit address, purchase order number, and contact information.

The BPA allows any National Cemetery Administration contracting officer or purchase card holder to place orders, with no guaranteed minimum award amount. Either party can terminate the agreement with 30 days' written notice, and ongoing orders will continue even if the BPA is cancelled. Invoices must be itemized and include detailed equipment information, and contractors must submit invoices electronically with specific VA Financial Service Center compliance requirements. The solicitation (36C78625Q50182) indicates the government intends to award multiple BPAs to support document shredding services for the Pacific District.

BPA Terms and Conditions

General The terms and conditions in the Blanket Purchase Agreement (BPA) apply to all orders placed pursuant to it. In the event of an inconsistency between the provisions of the BPA and BPA calls, the provisions of the BPA will take precedence. BPAs do not obligate funds. The Government is obligated only to the extent of authorized calls made under the BPA. It is the responsibility of the individual ordering activities to ensure adequate funds are available.

Authority This BPA is entered into pursuant to FAR 13.303 Blanket Purchase Agreements (BPAs).

Period of Performance This BPA will be effective from the date of establishment for a five years year unless cancelled. Work on issued BPA calls may extend beyond the effective period of this BPA. However, no new BPA calls may be issued once the BPA has expired.

Prevailing Terms and Conditions All orders placed against this BPA are subject to the terms and conditions of the agreement and all clauses and provisions in full text or by reference incorporated herein.

Administration On behalf of the CO, the Task Order (TO) COR is responsible for the general administration of individual Task Orders, review/acceptance of all deliverables, and technical direction required under said Task Order. The TO COR will serve as the Government point of contact concerning information exchange, submission review, and payment. Nothing said by the TO COR shall be construed to change contract requirements unless supported in writing in advance by the TO CO.

Additional points of contact may be specified after BPA establishment. The Contractor may be asked to provide required BPA deliverables to these points of contact as well. A separate, Task Order Contracting Officer may be assigned before the performance of each Delivery Order under this BPA. The ordering Contracting Officer will be responsible for administering the applicable BPA call.

Authorized Users Any National Cemetery Administration contracting officer or purchase card holder, acting within the scope of their delegated procurement authority, may place Calls against this BPA.

The Government does not guarantee that it will place any orders under this agreement.

Reporting A quarterly report of GPC purchases (if any) will be sent by the Contractor to the National Cemetery Administration contracting officer showing usage, BPA pricing, and cost savings generated during the reporting period.
