1.3.3 Though the majority of the aircraft parts are aluminum alloy, Corrosion-Resistant (CRES) Stainless Steel (SS) alloy or titanium, the actual dies are commonly manufactured from aluminum alloys that vary in size because they are machine dependent. The hot bed dies are commonly manufactured from inconel. The metal bond molds are commonly manufactured from various composite materials.
1.3.4 The unique call will specify the aircraft part material properties, the manufacturing equipment, design criteria, the specific requirements (line items) and delivery schedules:
a. The Government will provide the aircraft part’s material properties, i.e., alloy, temper and sheet metal thickness pertaining to the 3D geometry model for the aircraft part that is also included on the 2-D drawing parts list. It is permissible to use material property values for design purposes.
b. The manufacturing equipment will be identified from paragraph 1.4.1.6.
c. Relevant design criteria, i.e., size (form, fit and function), geometry radii, maximum weight, material handling items will be addressed.
d. The requirements referenced in paragraph 1.3.1.
e. The delivery schedule, estimated time frame for each requirement (Line item), will vary and be specified in the unique call.
1.3.5 The Contractor shall levy on sub-contractors and sub-vendors the same requirements for Technical Data Packages (TDPs) as are levied upon them by this BPA and unique call. These requirements shall apply at all tiers of sub-contractor/vendor levels associated with the program.
1.3.6 The Government shall not provide ANY material for ANY process steps within this PD.
1.4 Design of Die/Trim Fixture with NC Trim program or Mold
1.4.1 General Design Information
The unique call will specify general design information that the Government will provide to the Contractor via https://safe.apps.mil safe site. General design information is listed in the following paragraphs.
1.4.1.1 The contractor is permitted to suggest material selection during preliminary design review (PDR).
1.4.1.2 The unique call will suggest using aluminum alloy material for dies due to its weight consideration and considerable life expectancy for our workloads. The common aluminum alloys include 2024-T3, 6061-T3 and 7075-T6.
1.4.1.3 The life expectancy for a die, due to wear, should be for a minimum production run of 100 parts.
1.4.1.4 The Government will provide technical data to the Contractor upon availability. Design simulation can be initiated using the following three types of data:
a. 3 D model geometry
b. 3D 2D drawings – use drawings to create 3D model
c. Sample part – scan part to create 3D model
If a 3D model is not supplied, the Contractor is responsible for creating the 3D model using the Government supplied 2D drawings or the Government supplied sample part. The sample part shall be scanned by the Contractor for use in the design simulation.
1.4.1.5 The Contractor has the discretion of using their proprietary simulation software. Some other examples of commercial simulation software include SimuFact (MSC), Pam-Stamp (ESI Group), AutoForm or others recommended by Quintus (Manufacturer of the fluid cell equipment). The Contractor’s simulation software shall perform analysis using the 3D model geometry during the design simulation. The simulation pass/fail entails providing reports of the analysis results. The reports shall be provided using word documents or equivalent, that include items, i.e., color charts showing stress or strain results, deflections, displacements, etc. that were generated. These results will substantiate progress during PDR and critical design review (CDR). (CDRL A001, DI-MISC-80508B/T, Technical Report) Caution: Quintus developed the concept of “form flow” in their manufacturing process which is not a stamping process. The simulation software must simulate this concept of how friction between the sheet metal blank and the rubber bladder elongates the blank during plastic deformation of the part.
1.4.1.6 The unique call will specify the manufacturing equipment used in conjunction with the Contractor die/trim fixture with NC trim program or mold design for aircraft part manufacture. The specific manufacturing equipment is as follows:
a. Cyril Bath 300 Ton Press (hot-forming progressive dies)
b. Quintus 20,000 PSI Fluid Cell Press (non-stamp single-die cold-forming process)
c. Quintus 14,500 PSI Fluid Cell Press (non-stamp single-die cold-forming process)
d. Emprotech Hydroform Press (cold-forming punch)
e. Cyril Bath 30-Ton Extrusion Stretch Wrap (cold-forming die)
f. Cyril Bath VTL-250 Ton Stretch Press (cold-forming die)
g. Autoclave, BAC820 (for Mold)
h. Autoclave, 15 x 30 (for Mold)
1.4.1.7 The manufacturing equipment operation manuals will be made available to the Contractor. There may be additional machines/equipment added over the period of performance of the BPA.
1.4.1.8 The Contractor shall provide Digital Product Definition of computer-aided design (CAD) data in both neutral and native formats as follows:
a. The preferred neutral formats are *.step (203 or 214) and IGES. The reasoning for both is that CMXG NC Programming uses *.step files while CMXG Template shop uses IGES files.
b. The preferred native formats are for Catia (first choice) and Solidworks (second choice). The reasoning is that CMXG NC Programming uses Catia files while CMXG Engineering uses Solidworks files.
1.4.2 Engineering Data
The Contractor shall develop, produce and deliver a Technical Data Package (TDP) that accurately depicts the final products. The TDP should be complete once the die/trim fixture with NC trim program or mold has been proven out through the First Article Production.
