The form certifies contractor compliance with Pennsylvania's labor and workforce safety laws, including the Unemployment Compensation Law, Workers' Compensation Law, Construction Workplace Misclassification Act, Employment of Minors Child Labor Act, Minimum Wage Act, Prevailing Wage Act, Equal Pay Law, and ten additional labor statutes. The certification must be executed by an authorized official of the contractor or grantee and submitted as part of bid responses. For the PSP Troop G McConnellsburg Snow Removal Services contract, vendors must complete and upload the BOP-2201 form along with their electronic bid submission through the PA supplier portal by the specified deadline.

Contractors providing false certifications face significant penalties, including contract termination and three-year debarment from bidding on future Commonwealth contracts under 62 Pa.C.S. § 531. Signatories must understand that the certification is subject to the provisions and penalties of 18 Pa.C.S. § 4904 for unsworn falsification to authorities. Contractors are also required to report any changes in their compliance status to the purchasing agency immediately upon occurrence. The form serves as a verification mechanism ensuring that all Commonwealth contractors maintain adherence to Pennsylvania's comprehensive labor and workplace safety framework throughout the contract period.
